Description

The Contractor will provide Lifecycle Maintenance and Sustainment (LMS) for deployed Integrated Surveillance Tower (IST) systems. The LMS will consist of scheduled and unscheduled maintenance and will be conducted along the southern and northern border of the Continental United States (CONUS).

Background
The U.S. Customs and Border Protection (CBP) has a requirement for contract support to maintain Integrated Surveillance Tower (IST) systems deployed across the U.S. Border Patrol sectors. This need arises from the expiration of an existing service order agreement with the Federal Aviation Administration (FAA) and the subsequent necessity to either award a new contract or manage the work in-house, which is not feasible due to lack of capacity and resources within the Office of Information Technology (OIT).

The IST systems are crucial for border surveillance and security operations.

Work Details
The contractor will provide Lifecycle Maintenance and Sustainment (LMS) for approximately 478 deployed medium and long-range surveillance tower systems, communication relay towers, and associated technology. The services include:
1. Preventive and corrective maintenance on existing and future IST tower systems.
2. Procurement and warehousing of spare parts.
3. Maintenance of access roads and site preparation for installations.
4. Removal of outdated tower subsystems (e.g., power, communications, sensors) and replacement with new equipment.
5. Establishing metrics for reporting Operational Availability (Ao) and response times.
6. Setting up regional service centers to support sustainment efforts, including warehouse space for spare parts, consumables, and shipping/receiving inoperable components back to the original equipment manufacturer (OEM) for repair.

Place of Performance
The services will be performed along the southern and northern borders of the Continental United States.
