The Naval Facilities Engineering Command Far East (NAVFAC FE) FEAD Camp Butler is seeking for one or more contractor(s) (Joint Venture is highly encourage) with the capabilities to collect and dispose of all or any one of the listed industrial bulk wastes below.

Various Marine Corps installations throughout Okinawa, Japan has identified different types of industrial bulk wastes. There are six (6) Camps and each camp has one designated central bulk waste collection point with the exception of Camp Kinser (Kinser has 2) with seven (7) total central bulk waste collection points. The below listed types of bulk wastes have already been segregated and are stored at the designated central locations. This requirement is for the contractor to only collect and dispose off base of the identified waste stream in the designated central bulk wastes collection point for each Camps.

Type of Bulk Wastes:

  1. Wood waste (Unserviceable pallets, crates, lumbers, tree branches, etc.)
  2. E Waste (Electronic such as computer, TV, radios, copiers, etc.)
  3. Burnable mixed plastic/rubber (Cooler boxes, piping, plastic pallets, tires, bulky plastic containers, hoses)
  4. Non-burnable mixed construction and demolition debris (Concrete, asphalt, tiles, rocks, glass window, mixed materials)
  5. Specialty requested items (Blast media or other items not specify above)

INDUSTRIAL DAY:

There will be a VIRTUAL industrial day on/about 20 May 2020, time 10:00a.m. (JST). See attached flyer and slides for more details.

Contract Type: Firm Fixed Price/ IDIQ Services Contract

Period of Performance: The anticipated period of performance is a Base Period of 12 months and four (12 months) Option Periods.

Other important considerations: Okinawa is subject to multiple typhoons throughout the year.

The information will be used within the NAVFAC Far East Acquisition Division and will not be disclosed outside the agency. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests.

Naval Facilities Engineering Command Far East (NAVFAC FE) FEAD Camp Butler is seeking qualified contractors and subcontractors that are licensed to conduct business in Japan for Facilities Support Contracts for contractor to only collect and dispose off base of the above listed bulk wastes at the identified central collection point for each Camps.

This notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government to issue a Solicitation or award a contract. The Government does not intend to award a contract based on responses. Entities responding to this Sources Sought Notice should submit the minimum information necessary for the Government to make a determination that adequate business entities exist that are capable of satisfying the Government's requirements. The North American Industry Classification System (NAICS) Code is 562111 Solid Waste Collection

JOINT VENTURE OFFERORS:

The Joint Venture Offeror shall complete all the required registrations for the Joint Venture and submit the Joint Venture Agreement. Joint Venture (JV) shall use the same name and address in the required registrations and all the proposal documents. Each individual JV member shall be the local firm, which is resident and licensed to conduct business in Japan. The JV entity as a whole shall meet the solicitation bonding requirements.

SOURCES SOUGHT SUBMITTAL REQUIREMENTS:

Interested firms/contractor(s), please submit the following submittals to the Contract Specialist, chizuru.akamine.ja@fe.navy.mil.

  1. Name of Company; Point of Contact (Name, title, phone number, and email address).
  2. Capabilities statement/description to include one or all type of bulk waste collection and disposal (dispose by any means of being able to destroy or eliminate by incineration or other means applicable to local laws). It is requested that interested firms capable of providing the requested services submit a brief capabilities statement package (no more than 10 pages, including attachments if any) demonstrating your ability to perform the requested services.
  3. Copy of permits/license(s).
  4. English translation of above documents required.
