Naval Facilities Engineering Systems Command Far East (NAVFAC FE) FEAD Camp Butler is conducting a Sources Sought Notice. The intent of this notice is to conduct market research and identify potential contractors that are capable of performing the work in Japan and interested in the Department of Navy's requirement for Integrated Solid Waste Management Bulk Waste AT MARINE CORPS INSTALLATIONS PACIFIC (MCI-PAC) CAMP SMEDLEY D. BUTLER, OKINAWA JAPAN .

The information will be used within the NAVFAC FE Contracting Division and will not be disclosed outside the agency. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests.

SERVICES DESCRIPTION: The proposed Integrated Solid Waste Management Bulk Waste will require the contractor to furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide the collection and disposal of bulk waste at Marine Corps Base Camp Smedley D. Butler, Okinawa, Japan to include but not limited to Camp Foster, Camp Kinser, MCAS Futenma, Camp Hansen, Camp Courtney and Camp Schwab. The below are types of bulk waste stream anticipated for collection and disposal:

  1. Wood Waste (Pallets, crates, lumbers, scrap wood, etc.)
  2. E-Waste (Microwave, audio component, vacuum cleaner, fans, air conditioning etc.)
  3. Burnable Mixed Waste (Waste plastic, rubber, textile, furniture, carpet, and paper, etc.)
  4. Non-Burnable Mixed Waste (Construction and demolition debris, etc.)

Also, anticipated Non-Recurring work items will include;

  1. Bulk Sampling - Asbestos Containing Material (ACM)
  2. One-time Disposal of Asbestos Containing Material (ACM)
  3. One-time Clean-up and Disposal of Medical Waste

The anticipated contract type is a single award, Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with Recurring and Non-Recurring work items. The anticipated period of performance is a twelve-month base period with seven (7) one-year option periods.

This notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government to issue a Solicitation or award a contract. The Government does not intend to award a contract based on responses.

Entities responding to this Sources Sought Notice should submit the minimum information necessary for the Government to make a determination that adequate business entities exist that are capable of satisfying the Government's requirements. The North American Industry Classification System (NAICS) Code is 562111 Solid Waste Collection.

It is requested that interested firms capable of providing the requested services submit a brief capabilities statement package (no more than 12 single sided pages, including attachments, single spaced, 12 point font minimum) demonstrating ability to perform the requested services. The documentation shall address the following:

  1. COMPANY PROFILE to include all of the following: (1) Company name and address; (2) Company point of contact (including title, telephone number and email address); and (3) SAM Unique Entity Identifier (UEI) and CAGE code.
  2. RELEVANT EXPERIENCE: Provide a minimum of one (1) or up to a maximum of five (5) projects indicating your experience in providing services for the requirement stated above. Please indicate number of years of experience and location of work.
  3. SUBCONTRACTORS: If known, provide established subcontractor arrangements or partnerships with other companies (Optional).
  4. LICENSE/CERTIFICATIONS: Indicate any applicable local/and or industry certification your company or employee possess relevant to this procurement.
  5. MISC INFO: Provide anything pertinent to this industry and/or type of work, in general, that the Government should consider.

Interested firms may submit information using the form provided under separate file titled Sources Sought Contractor Information Form (attachment 1) to demonstrate capabilities, capacity and experience.

Notifications of interest must be submitted in writing via email; phone calls will not be accepted. Interested parties should respond as soon as possible but no later than 31 October 2025 at 10:00 am (JST). Responses to this Sources Sought Notice shall be emailed to the following POC:
