The Defense Health Agency Contracting Activity (DHACA), Southern Markets Contracting Division (SMCD), San Antonio, Texas, is issuing a solicitation for Integrated Referral Management and Appointing Centers (IRMAC). This requirement consists of nonpersonal services; these services include, Appointment Clerks/Referral Management Clerks, Referral Management Registered Nurses (RNs), Referral Management Licensed Practical Nurses (LPNs), a Service Provider Manager (SPM), a Supervisor, and Leads; a total of seventy-two (72) FTEs. The Contractor shall be responsible for providing IRMAC services in support of all Medical Treatment Facilities (MTFs) for the Florida Panhandle, comprised of Eglin Air Force Base, Tyndall Air Force Base, Hurlburt Field, and Naval Hospital Pensacola (NHP), Florida.

The period of performance for this requirement is three (3) years and five (5) months (one 5-month base period with three 12-month option periods).

This requirement is being solicitated as an 8(a) competitive contract, resulting in one (1) Firm-Fixed-Price (FFP) Level of Effort (LOE) award as a result of tradeoff evaluation of proposals. The North American Industrial Classification System (NAICS) code is 621999 - All Other Miscellaneous Ambulatory Health Care Services. The Small Business Administration's size standard for this NAICS code is $20,500,000.

The Request for Proposal (RFP) number is HT940824R0002. This solicitation was extended to 2 April 2024, and is being posted on www.sam.gov. Prospective Offerors are advised that any selected awardee must be registered with the System for Award Management (SAM) (www.sam.gov) and have a Commercial and Government Entity (CAGE) code prior to any award being made, and provide proof of an Active Certification that prospective Offerors are 8(a) certified with the SBA. Paper copies of this solicitation will not be physically issued, and telephone and faxed requests for the solicitation will not be honored.

Work Details
This is a non-personal services contract to provide Integrated Referral Management and Appointing Centers (IRMAC) Services. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Integrated Referral Management and Appointing Centers (IRMAC) Services as defined in this Performance Work Statement (PWS). The Contractor shall perform to the standards in this PWS.

The scope of this requirement is to procure non-personal services necessary to perform Integrated Referral Management and Appointing Centers (IRMAC) Services. These services include Referral Management Clerks, Registered Nurses (RNs), Licensed Practical Nurses (LPNs), Referral Management Leads, a Supervisor (SPV), and a Service Provider Manager (SPM). The Contractor shall assist eligible medical beneficiaries with appointments, referrals, and registration. organizational tasks in support of the medical facility. The Contractor shall also provide necessary and accurate reports DHA regulations during the performance period.

Period of Performance
