Integrated Program Management Support Services (IPMSS)

The Integrated Program Management Support Services (IPMSS) contract is seeking to provide integrated program management support services to assist individual program offices across the Transportation Security Administration (TSA) in achieving their program goals. The contract aims to help navigate, implement, and comply with the policies, processes, procedures, and requirements set forth by the Department of Homeland Security (DHS) Acquisition Directive (AD) 102-01 and other related directives and instructions.

The scope of work for this contract includes various support services such as general program/project management support and training, strategic planning and business process analysis/re-engineering support, knowledge management support, administrative support/technical editing support, special studies support, acquisition program management support, systems engineering life cycle (SELC) support, internal and external reporting support, acquisition training support, and acquisition workforce management support. The contractor will be responsible for developing methodologies, best practices, policies, processes, procedures, tools, templates for program/project initiation, planning, execution, performance measurement/tracking/monitoring/controlling; conducting detailed cross-functional business process analyses/re-engineering; providing knowledge management solutions; performing general administrative tasks for executive staff; assisting in the initiation and planning of comprehensive research studies; providing acquisition support within the contracting and procurement office; facilitating understanding of DHS AD 102-01 policies; developing key ALF documents; providing consultation on systems engineering life cycle; serving as a subject matter expert in testing; performing data input for DHS reporting systems; managing the OAPM Acquisition Workshop training program; facilitating DAU Cornerstone on Demand functions in coordination with the designated TSA AWF Certification Manager.

The period of performance for this Blanket Purchase Agreement (BPA) is five years with the possibility of extending BPA Orders up to 12 months beyond the expiration of the BPA. The BPA Holder is required to immediately notify the BPA Contracting Officer if the GSA FSS upon which the BPA is based is no longer in force. Although this BPA does not obligate funds, it estimates that the volume of purchases through these agreements will be $340,000,000 over its life. The contract will be performed at various locations across TSA as required by individual program offices.
