Integrated Personnel and Payroll (IPP) Services for Officers of the Commissioned Corps (CC) of the U.S. Public Health Service (USPHS)   3

Background
The United States Public Health Service (USPHS) is seeking vendor proposals to provide operations and maintenance of an existing IT data and payroll and personnel processing functions. The agency's mission includes delivering public health promotion and disease prevention programs.

The goal of this contract is to transition to a new service provider who will maintain current IT technical services while providing professional services for operations and maintenance of the payroll and personnel system, which interfaces with other HR systems and the US Treasury Department.

Work Details
The contractor will be responsible for:
1. Operations and maintenance of IT data, payroll, and personnel processing functions including IT pay generation, disbursement, and officer personnel systems.
2. Transition-In Services during a 60-day period post-award, ensuring minimal disruption of services through collaboration with the outgoing contractor.
3. Ongoing support including regular system maintenance, helpdesk support, incident management, security monitoring, performance optimization, disaster recovery planning, documentation maintenance, and collaboration with government stakeholders for system enhancements.
4. Compliance with service level agreements (SLAs) and performance metrics outlined in the contract.
5. Development of user stories, operations/process support, timeline management, and workflow changes necessary to complete deliverables.

Period of Performance
The contract will begin with a transition-in period lasting 60 days from the date of award followed by ongoing operations that may extend over multiple years depending on exercised options.

Place of Performance
The work will be performed primarily at the Office of Acquisition Management Services located at 5600 Fishers Lane, Rockville MD 20857 USA.
