Purpose:
This public posting is for informational, planning, and market research purposes only and constitutes a Request for Information (RFI) and a Sources Sought Request (SSR) only for United States, Department of Homeland Security (DHS), Customs and Border Protection (CBP). This announcement does not constitute a commitment, implied or otherwise that a solicitation or procurement will be issued. This is not a solicitation, Request for Proposal (RFP), or Invitation for Bids (IFB). No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests.
All information received resulting from this RFI will be used by CBP for acquisition planning and market research purposes only. However, your response may be releasable to the public under the Freedom of information Act (FOIA), 5 U.S.C. 552, and the DHS FOIA regulation, 6 C.F.R. Chapter 1 and Part 5. If you wish CBP to consider any portion of your response as "confidential commercial information", you should clearly mark the portion as "confidential commercial information". The procedures for identifying "confidential commercial information" are set forth in the DHS FOIA regulation cited above and are available on the DHS website: http://www.dhs.gov/xfoia/editorial0579.shtm. CBP, at its discretion, may request respondents to this RFI to meet with CBP program and contracting officials and to elaborate on information in their written response. Respondents to this RFI will not be notified of any results derived from a review of the information provided. All information contained in this RFI is preliminary and is subject to revision and is not binding on the Government.
The purpose of this public posting is to give contractors the opportunity to provide information regarding their capability to provide logistic support services.
Background:
The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) is the first line of defense at U.S. Ports of Entry (PoE) and along the U.S. Border to include land border crossings, international airports, seaports, rail crossings, mail handling express cargo consignments facilities, and Border Patrol Checkpoints for the detection, identification, and interdiction of illegal traffic trade, and other contraband items entering the United States. The overall strategy focuses on interrupting smuggling and apprehending willful violators of United States laws with the aid of complex technical tools. Toward that end, CBP maintains a substantial inventory of interdiction, inspection, detection, and surveillance technology to assist CBP Officers and U.S. Border Patrol (USBP) Agents in the performance of their duties.
The Office of Information and Technology (OIT), Enterprise Infrastructure & Operations Directorate (EIOD) is responsible for architecture, design implementation, and management of the CBP Enterprise Network, enforcement, and communications technologies, the operation and relocation of the legacy data center to the cloud, strategic planning, technology evaluation and integration for the enterprise, monitoring and management of CBP infrastructure and systems through 24x7x365 operational support.
The Integrated Logistics Division (ILD) within EIOD is responsible for the oversight and maintenance of CBP's Non-Intrusive Inspection (NII), Radiation Detection Equipment (RDE), Radiation Portal Monitor (RPM), and Border Security equipment. Our Mission is to sustain the inventory of interdiction, inspection, detection, and surveillance, technology at the highest operational readiness levels possible. In addition, ILD provides support services to the Office of Field Operations (OFO), USBP, and other DHS components related to the development of procedures, maintenance management & planning, product support management and the logistical services to support the operation of those technologies along with a Help Desk/Maintenance Dispatch Center, supply support services, asset management, inventory control, packaging, handling, storage and transportation (PHS&T), in-service engineering, reliability analysis, and product line improvement.
The CBP facility located in Lorton, Virginia is the principal location of the NII/RDE Repair Depot, Warehouse, and offices for the ILD Lorton on-site based Government staff. The Lorton-based contractor staff supports the hand-held NII, RDE, Material ID & Surface Analyzer instruments, and other DHS and CBP hand-held technologies. The Repair Depot includes the warehouse space, shipping & receiving area, repair part storerooms, and technical repair labs.
Draft Requirement Overview:
The Contractor shall be responsible for all elements of sustainment and logistics support, including radiation surveys; corrective maintenance; applicable preventive maintenance; communications; maintenance planning; supply support; tools, test equipment and calibration; parts and parts obsolescence; and subcontract agreements. Performance will occur at the Lorton, Virginia warehouse.

Background
The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) is responsible for the detection, identification, and interdiction of illegal traffic and contraband at U.S. Ports of Entry and along the U.S. Border.
The Office of Information and Technology (OIT) oversees the management of CBP's Enterprise Network and related technologies. The Integrated Logistics Division (ILD) within OIT maintains CBP’s Non-Intrusive Inspection (NII) and Radiation Detection Equipment (RDE), ensuring operational readiness through logistics support services.
This contract aims to sustain the inventory of interdiction technology at optimal operational levels, providing essential support services to various DHS components.
Work Details
The Contractor shall provide comprehensive logistics support services, including:
- Corrective and preventive maintenance for NII and RDE systems.
- Radiation surveys, maintenance planning, supply support, tools, test equipment calibration, parts management, and subcontract agreements.
- Operation of a Maintenance Dispatch Center (MDC) for troubleshooting and dispatching repairs.
- Management of a Repair Lab for handheld NII and RDE equipment.
- Conducting routine inspections, corrosion control measures, and maintaining asset management records.
- Providing logistical analysis, data reporting, and participation in Technical Interchange Meetings (TIMs).
- Supporting the Radiation Safety Program by managing radiation sources and conducting inventory reports.

Bidder Requirements
Bidders must have personnel capable of obtaining a fully adjudicated Background Investigation (BI). Key personnel qualifications include:
- Program Manager with a Bachelor's degree in Logistics Management or related field and at least eight years of relevant experience.
- Operations Manager with a high school diploma or equivalent and at least eight years of relevant experience in logistics operations.
Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on Contract 70B04C21C00000014 awarded to Chenega IT Enterprise Services for $79,253,647 (02/25/21–04/30/26). The prior award includes integrated logistics support and O&M for enforcement technology, specifically non-intrusive inspection equipment and radiation detection/surveillance systems at and between ports of entry, along with on-demand maintenance tasks. The current requirement similarly calls for corrective/preventive maintenance, repair lab and dispatch center operations, parts/supply support, and radiation safety/logistics reporting for NII and RDE assets in Lorton, suggesting continuity of the same equipment support mission.
