Purpose:
This public posting is for informational, planning, and market research purposes only and constitutes a Request for Information (RFI) and a Sources Sought Request (SSR) only for United States, Department of Homeland Security (DHS), Customs and Border Protection (CBP). This announcement does not constitute a commitment, implied or otherwise that a solicitation or procurement will be issued. This is not a solicitation, Request for Proposal (RFP), or Invitation for Bids (IFB). No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests.
All information received resulting from this RFI will be used by CBP for acquisition planning and market research purposes only. However, your response may be releasable to the public under the Freedom of information Act (FOIA), 5 U.S.C. 552, and the DHS FOIA regulation, 6 C.F.R. Chapter 1 and Part 5. If you wish CBP to consider any portion of your response as "confidential commercial information", you should clearly mark the portion as "confidential commercial information". The procedures for identifying "confidential commercial information" are set forth in the DHS FOIA regulation cited above and are available on the DHS website: http://www.dhs.gov/xfoia/editorial0579.shtm. CBP, at its discretion, may request respondents to this RFI to meet with CBP program and contracting officials and to elaborate on information in their written response. Respondents to this RFI will not be notified of any results derived from a review of the information provided. All information contained in this RFI is preliminary and is subject to revision and is not binding on the Government.

The purpose of this public posting is to give contractors the opportunity to provide information regarding their capability to provide logistic support services.

Background:

The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) is the first line of defense at U.S. Ports of Entry (PoE) and along the U.S. Border to include land border crossings, international airports, seaports, rail crossings, mail handling express cargo consignments facilities, and Border Patrol Checkpoints for the detection, identification, and interdiction of illegal traffic trade, and other contraband items entering the United States. The overall strategy focuses on interrupting smuggling and apprehending willful violators of United States laws with the aid of complex technical tools. Toward that end, CBP maintains a substantial inventory of interdiction, inspection, detection, and surveillance technology to assist CBP Officers and U.S. Border Patrol (USBP) Agents in the performance of their duties.

The Office of Information and Technology (OIT), Enterprise Infrastructure & Operations Directorate (EIOD) is responsible for architecture, design implementation, and management of the CBP Enterprise Network, enforcement, and communications technologies, the operation and relocation of the legacy data center to the cloud, strategic planning, technology evaluation and integration for the enterprise, monitoring and management of CBP infrastructure and systems through 24x7x365 operational support.

The Integrated Logistics Division (ILD) within EIOD is responsible for the oversight and maintenance of CBP's Non-Intrusive Inspection (NII), Radiation Detection Equipment (RDE), Radiation Portal Monitor (RPM), and Border Security equipment. Our Mission is to sustain the inventory of interdiction, inspection, detection, and surveillance, technology at the highest operational readiness levels possible. In addition, ILD provides support services to the Office of Field Operations (OFO), USBP, and other DHS components related to the development of procedures, maintenance management & planning, product support management and the logistical services to support the operation of those technologies along with a Help Desk/Maintenance Dispatch Center, supply support services, asset management, inventory control, packaging, handling, storage and transportation (PHS&T), in-service engineering, reliability analysis, and product line improvement.

The Intermediate Repair Facility (IRF) in Albuquerque (ABQ), New Mexico, and ABQ on-site based contractor staff, supports the CBP Border Security Surveillance Equipment and related technology. The ABQ IRF consists of warehouse space, shipping & receiving area, storerooms, testing rooms, technical repair labs and offices for staff.

Draft Requirement Overview:
The Contractor shall be responsible for all elements of sustainment and logistics support, including radiation surveys; corrective maintenance; applicable preventive maintenance; communications; maintenance planning; supply support; tools, test equipment and calibration; parts and parts obsolescence; and subcontract agreements. Performance will occur at the Albuquerque, New Mexico IRF.

Background
The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) is responsible for the detection, identification, and interdiction of illegal traffic trade and contraband entering the United States.

The Office of Information and Technology (OIT) manages CBP's Enterprise Network and operational support. The Integrated Logistics Division (ILD) oversees maintenance of CBP’s Non-Intrusive Inspection (NII) and Border Security equipment, ensuring high operational readiness levels. This RFI seeks information from contractors capable of providing integrated logistics support services at the Albuquerque Intermediate Repair Facility (IRF).

Work Details
The Contractor shall provide comprehensive logistics support services, including: conducting radiation surveys; performing corrective and preventive maintenance; managing communications; planning maintenance; providing supply support; ensuring tools, test equipment, and calibration are available; managing parts obsolescence; and overseeing subcontract agreements.

Specific tasks include: maintaining a financial tracking system for costs related to maintenance and repairs; providing monthly status reports on funding; managing supply support using CBP’s ILSS system; performing troubleshooting, corrective maintenance, quality assurance testing, and documentation in ILSS; conducting calibration services for equipment annually; managing shipping, receiving, storage, inventory control for CBP equipment; performing asset management functions including barcode tracking of equipment; executing OEM repairs for non-repairable items at ABQ; managing parts procurement with COR approval; ensuring timely deployment of equipment based on priority categories; maintaining warehouse equipment according to best practices; and providing various reports such as MTTR, inventory checks, and daily supply status.

Period of Performance
The contract will be performed over a period defined by the transition plan due 10 business days after contract award with a maximum transition period not exceeding 90 days.

Bidder Requirements
Bidders must provide a Program Manager with a Bachelor's degree in Logistics Management or related field and at least eight years of experience in contract logistics management. An Operations Manager with at least eight years of relevant experience is also required. All personnel must be able to acquire a fully adjudicated Background Investigation (BI) from CBP.
