This is a Request for Information Notice and should not be construed as a solicitation announcement. The submission of this information is for planning purposes only. It is not to be construed as a commitment by the Government to procure any services, nor is it the intent of the American Battle Monuments Commission (ABMC) to award a contract based on this Request for Information (RFI) or otherwise pay for the information sought. The Government is seeking responses to this Sources Sought Notice from all interested businesses capable of providing the requirement.

ABMC is seeking preliminary market research information from capable and reliable sources to gain knowledge of potential qualified business sources capable of providing Integrated IT Service Management (ITSM) and Customer/Case Relationship Management (CRM) Platform as described in the attached Request for Information document. The intended North American Industry Classification System (NAICS) Code classified for this effort is 541519 - Other Computer Related Services. If your company has feedback that differs from the selected NAICS, include it.

Responses shall be submitted no later than Sunday, December 7, at 11:59 p.m. EST (Arlington, Virginia) by email to Contracting Officer, Ms. Marissa Tregoning <tregoningm@abmc.gov> and Contracting Specialist, Ms. Jessica Young <youngj.ctr@abmc.gov>.

In addition to the requirements in Item 8. Vendor Response Requirements in the attached RFI, please provide the following information within your response:

  • Company name and address, UEI and CAGE Code
  • Company point(s) of contact and contact information
  • FedRAMP authorization identifiers (if applicable)
  • Contract vehicles (SEWP, GSA MAS, CIO-SP4, etc.)
  • Prior federal clients with similar deployments
  • Description of capabilities related to your capacity to perform and manage the work.
  • Confirmation that your company is interested and intends to submit a quote/bid/proposal when and if a solicitation is issued.

Background
The American Battle Monuments Commission (ABMC) is an independent agency established to commemorate the sacrifices of the United States armed forces. It operates and maintains commemorative cemeteries and memorials in 17 countries, including the U.S.

ABMC is seeking preliminary market research information from capable sources for Integrated IT Service Management (ITSM) and Customer/Case Relationship Management (CRM) solutions to enhance its service delivery and inquiry management processes.

Work Details
ABMC currently utilizes ManageEngine ITSM for various workflows but requires a unified CRM platform to support departments like Public Affairs, Historian Services, Administrative Services, Operations, and Finance. The new platform should: replace ManageEngine ITSM; introduce CRM workflows; provide consistent intake, triage, routing, and resolution processes; support approximately 550 internal users and 10 IT agent licenses for ITSM; track external and internal inquiries; meet federal security and compliance requirements.

Key functionalities include incident management, service request management, change management, problem management, knowledge base access, service catalog with configurable forms, SLA management, asset configuration management, automated routing and approvals, reporting capabilities, and mobile accessibility. The implementation will occur in phases with a target go-live date of May 2026 for both ITSM and CRM functionalities.

Period of Performance
The contract's performance is expected to begin with the go-live of the ITSM platform in May 2026, followed by phased deployments for CRM workflows within the same timeframe.

Place of Performance
The services will be performed primarily at ABMC locations including Arlington, VA.
