RFQ HTC71124QD003 - Amend 3

The purpose of RFQ HTC71124QD003 - Amend 3 is to revise Atch 9 - Pricing Template to Rev. 2. Refer to RFQ HTC71124QD003 - Amend 3 attached and Atch 9 - Pricing Template Rev.2.

Updates include: Instructions Tab - "as a percentage" was added. Price Quote Tab - Line Items 3006, 4006 was revised to "12 Each" for Qty and Unit of Issue. Totals for each Option Year now includes all Line Items for each Option Year. Labor Rates Tab - Formulas corrected (and include percentage format for discount rates) to calculate "Proposed Rate" for Gov and Contractor Site.

Request for Quotation (RFQ) HTC71124QD003, Integrated Data Environment & Global Transportation Network Convergence (IGC) is a total small business set-aside for General Services Administration (GSA) Multiple Award Schedule (MAS), Category - Information Technology, Women-Owned Small Business (WOSB) Schedule Contractors.

USTRANSCOM intends to award a task order with Firm Fixed Price (FFP), Labor Hour (LH), and Time-and-Materials (T&M) line items in support of the IGC requirement. Services and support anticipated under this task order include Contract and Task Order
Management, Software Development Support, Monitoring and Production Application Support, Combatant Command (CCMD) Exercise Support, Joint Training Exercise Evaluation Program (JTEEP), Risk Management Framework (RMF) Support, Cloud
Migration Support, and Global Operations Center and Training Support.

Period of Performance:

Transition Phase-In Period: 01 September 2024 through 30 September 2024
Base Period: 01 October 2024 through 30 September 2025
Option Period One: 01 October 2025 through 30 September 2026
Option Period Two: 01 October 2026 through 30 September 2027
Option Period Three: 01 October 2027 through 30 September 2028
Option Period Four: 01 October 2028 through 30 September 2029

Questions on the RFQ must be received no later than 30 Apr 2024, at 10:00 am (CT). Questions shall be submitted to GSA eBuy using the Question & Answer (Q&A) Template (Attachment 10). Answers to all timely questions received via GSA eBuy will be posted to GSA eBuy, giving due regard to the proper protection of proprietary information and without reference to the source
of the question. Questions received after this date and time may not be answered. Technical Data Package (TDP): The TDP File Name List (Attachment 11) provides the file names within the TDP, pertaining to the technical requirements of this solicitation. In order to be granted access to the TDP, offerors must complete, sign, and return the Non-Disclosure Agreement (NDA) TDP (Attachment 12) for each individual that will have access to this package to the Contracting Officer and Contract Specialist identified below. The TDP will be provided via DoD Secure Access File Exchange (SAFE).

Quote Submission: Electronic copies of each volume shall be submitted and received via GSA eBuy no later than 24 May 2024, at 3:00 pm (CT).

Background
The solicitation is for the Integrated Data Environment & Global Transportation Network Convergence (IGC) requirement, which is a total small business set-aside for General Services Administration (GSA) Multiple Award Schedule (MAS), Special Item Number (SIN) 54151S, IT Professional Services, Women-Owned Small Business (WOSB) Schedule Contractors. Work Details
The tasks to be accomplished under the resultant task order are detailed in the Performance Work Statement (PWS). The PWS includes seven task areas: Contract Level and Task Order Management, Software Development Support, Monitoring and Production Application Support, Combatant Command Exercise Support, Risk Management Framework Support, Cloud Migration Support, and Global Operations Center and Training Support. The solicitation also specifies requirements for technical capability subfactors, past performance evaluation, price quotation submission, transition phase-in plan submission, and general instructions for quotation submission.

Period of Performance
The period of performance consists of a Transition Phase-In Period from 01 September 2024 through 30 September 2024, a Base Period from 01 October 2024 through 30 September 2025, Option Periods One through Four from 01 October 2025 through 30 September 2026 to 01 October 2028 through 30 September 2029.

Place of Performance
The services and support provided under this effort will be performed at the Contractor’s facility, Government-site on Scott Air Force Base in Illinois, and Alternate Operating Facility in Continuity of Operations scenario. Additionally, contractors may be required to attend meetings at USTRANSCOM Government facilities at Scott AFB, IL.
