The purpose of this announcement is to provide DRAFT Request for Proposal (RFP) N00024-25-R-5200. This draft RFP is for the Navy's Surface Fleet hardware pipeline The Foundry. The Foundry will replace legacy hardware obsolescence management and technical evolution cycles and processes. A single award Indefinite Delivery, Indefinite Quantity (IDIQ) contract is the planned contract vehicle.
This draft RFP shall not be construed as a solicitation, request for proposal, request for quotation, or as an obligation on the part of the Government. This announcement may or may not translate into an actual procurement in the future. There is no funding associated with this draft RFP announcement. The Government assumes no financial responsibility for any cost incurred by respondents. Any information submitted by respondents as a result of this announcement is strictly voluntary. No information contained in this draft RFP shall supersede any information contained in the final RFP if issued. The formal RFP (including amendments), when issued, is the only solicitation document that should be relied upon in determining the Government's requirements.
A draft RFP is an important tool to seek input from Industry on the Government's requirement and to ensure greater understanding on both sides of the acquisition. Respondents may provide feedback to the Government by highlighting errors, omissions and ambiguities, and provide any other comments and suggestions. Respondents should provide feedback to the Government by submitting a mark-up of the draft RFP utilizing the track changes and comment features in Microsoft Word. Respondents may use another methodology to provide feedback so long as sufficient detail and rationale is provided. Respondents should also include company point of contact information of individuals that may be contacted for follow-up clarifications and market research purposes.
Interested parties are invited to provide comments and questions to this Draft RFP by 5 PM EST on 13 December 2024.
QUESTIONS FOR INDUSTRY
The Government would like Industry's feedback on several questions in support of the draft RFP (Attachment 1). Interested parties are invited to provide a response to these questions by 5PM EST on 13 December 2024.
REQUESTING GOVERNMENT FURNISHED INFORMATION (GFI)
To obtain the GFI, interested companies shall provide a current copy of their approved DD Form 2345, Military Critical Technical Data Agreement, verifying eligibility and authority to receive export-controlled information. The DD Form 2345 shall be submitted via email to Angela Garais, Contract Specialist, angela.c.garais.civ@us.navy.mil, with a copy to the Contracting Officer, Stephanie Little, stephanie.m.little6.civ@us.navy.mil.
The Government will verify the DD Form 2345 submission. Upon successful verification, Government will provide a copy of a Terms of Use Agreement (TOUA) that must be signed by an authorized representative of the interest company and return to the Government. Upon receipt of a duly executed TOUA, the Government will provide via email to the designated company representative a secure DoD Secure Access File Exchange (SAFE) download link for the GFI.

Background
