THIS IS A SOURCES SOUGHT ANNOUNCEMENT (SSA) WHICH SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT, INVITATION FOR BIDS, REQUEST FOR QUOTATIONS, OR A REQUEST FOR PROPOSALS. THE REQUEST FOR THIS INFORMATION BY THE GOVERNMENT IS FOR PLANNING PURPOSES ONLY. IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ACQUIRE ANY PRODUCTS OR SERVICES, NOR DOES THE GOVERNMENT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS SSA OR OTHERWISE PAY FOR THE INFORMATION SOLICITED.

All responses will be treated only as information for the Government to consider. Those responding will not be entitled to payment for direct or indirect costs that they incur in developing a response to this SSA. Furthermore, this request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the Army in developing an acquisition strategy, Statement of Work / Performance Work Statements and/or Statement of Objectives. Interested parties are responsible to adequately mark proprietary, restricted or competition sensitive information contained in their response accordingly.

This SSA is a market survey to identify a non-developmental item (NDI) replacement solution for a Joint Integrated Broadcast Service (IBS), secure information system capability intended for use at a key enterprise node. The Government is planning to conduct a procurement of replacement secure information systems for several of these nodes currently in the field. Currently, a KIV-7M single channel encryptor is employed, but faces obsolescence. This action is related to a previous RFI, FA8555-23-R-CRYP (SAM), but the reliability, and size requirements have been relaxed, with the hope of identifying NDI solutions.

  • The replacement secure information system solution should be capable of sending/receiving data securely with modern, reprogrammable, quantum resistant crypto assured for Secret and below communications/processing.

If minor modifications are needed to fulfill the requirements, then please identify them. The secure information system solution shall be highly reliable for this mission critical application.

The Government intends to obtain at a minimum government purpose data rights in order to ensure sustainment IAW Title 10, Section 2464. If the resulting secure information system solution is depot repairable, the Government may also seek to purchase the hardware technical data for sustainment purposes.

A fixed-price production award is tentatively planned for 2025.

Contractors who believe they possess the requisite experience and expertise to meet these requirements should respond by indicating their interest, and provide sufficient information or documentation to indicate how the requirements would be met, and over what timeline. Responses may include a capability statement, evidence of having developed similar systems, a proposal, and / or a quotation for the effort in writing.

The Government is also interested in seeing the equipment identified, perhaps in a product demonstration.

Responses to this SSA must be unclassified. Additional interested sources possessing the capability of meeting any or all of the requirements and conditions outlined above must so indicate by responding via email to all POCs identified herein. All submissions must include full company names, Point of Contacts (POCs) to include, name, position, office and mobile telephone numbers and email address. All interested sources are encouraged to respond to this SSA by providing the requested information noted above No Later Than (NLT) Close of Business 5:30PM, 25 Nov 2024 . All proprietary and restricted information shall be clearly marked accordingly. Background
The Integrated Broadcast Service (IBS) System Program Office (SPO) is conducting market research to identify a non-developmental item (NDI) replacement solution for a Joint Integrated Broadcast Service secure information system capability intended for use at key enterprise nodes.

The current KIV-7M single channel encryptor is facing obsolescence, prompting the need for a replacement secure information system that meets modern security standards. This action is related to a previous RFI, 'FA8555-23-R-CRYP', with relaxed reliability and size requirements aimed at identifying suitable NDI solutions.

Work Details
The replacement secure information system solution must be capable of sending and receiving data securely using modern, reprogrammable, quantum-resistant cryptography for Secret and below communications. Key specifications include:
- Capability to support up to 16 channels (1 channel per device).
- Compliance with existing COMSEC requirements and message encryption constraints.
- Encryption of report data formatted according to MIL-STD 188-186.
- Encryption latency of 4.999 milliseconds or less for a 300-byte report.
- Message throughput rate greater than 100 messages per second.
- Input power should be autosensing standard 110/240VAC.
- Physical dimensions similar to or smaller than 5.75"W x 11.0"D x 1 11/16"H.
- Must include features such as key handling via DS-101 interface, passive key zeroize function, and ESD protection.

Period of Performance
A fixed-price production award is tentatively planned for 2025.
