Description

This Sources Sought is being conducted to identify firms interested in providing logistics sustainment support for instrumentation tracking systems supported by the Instrumentation Range Support Program (IRSP). Currently the program supports multiple agencies across the DoD, DoE, NASA, and multiple foreign governments. The proposed contract would be a re-competition of the IRSP III contract at PSFB, FL. The contract will provide logistics sustainment support to instrumentation tracking systems (radar, telemetry ,optics, flight termination systems (FTS), global positioning system (GPS), and data acquisition systems) for multiple CONUS and OCONUS test ranges worldwide.

Background
The Instrumentation Range Support Program (IRSP) is conducted by the Department of the Air Force, specifically the Space Launch Delta (SLD) 45, located at Patrick Space Force Base (SFB), FL.

The program's mission is to provide logistics sustainment support for instrumentation tracking systems utilized by multiple agencies across the Department of Defense (DoD), Department of Energy (DoE), NASA, and various foreign governments.

This Sources Sought aims to identify firms interested in supporting these systems as part of a re-competition for the IRSP III contract.

Work Details
The contractor will be responsible for providing serviceable components and subsystems for Instrumentation Tracking Systems (ITS) worldwide. This includes:
- Radars
- Telemetry systems
- Optical range mission systems
- Flight Termination Systems (FTS)
- Data Acquisition Systems (DAS)
- Global Positioning Systems (GPS)

Key tasks include:
1. Program Management: Monthly status reports and quarterly reviews.
2. Obsolescence Engineering: Addressing component obsolescence and inventory management.
3. Material Acquisition: Managing stock replenishment and remanufacturing components as needed.
4. Engineering Support: Providing technical studies, investigations, and cybersecurity measures.
5. Inventory Management: Overseeing approximately 1.4 million government-owned parts in a controlled facility.

Place of Performance
The primary place of performance is Patrick Space Force Base (SFB), FL, with support extending to multiple CONUS and OCONUS test ranges worldwide.
