Background
The Midwest Counterdrug Training Center (MCTC) is one of five National Guard Counterdrug training programs that provides relevant curriculum focused on counternarcotics and counter transnational organized crime (CTOC). Located at the Camp Dodge Joint Maneuver Training Center in Johnston, Iowa, MCTC features state-of-the-art classrooms and tactical training environments.

The center's mission is to impact the illicit flow of drugs throughout the nation by providing courses that support National Drug Control Strategies and enhance the performance of federal, state, and local law enforcement agencies involved in counternarcotics missions. MCTC emphasizes training for state and local law enforcement officers, focusing on narcotics interdiction, disruption of drug trafficking organizations, intelligence analysis, narco-terrorism, homeland security, civil operations, and anti-drug coalition fundamentals.

Work Details
The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to design, develop, and instruct a Financial Investigations course for MCTC. The contract includes:
1) Technical Instruction Services for a Financial Investigations course with up to 3 iterations during the base period;
2) Option 1 with up to 8 iterations;
3) Option 2 with up to 8 iterations;
4) Option 3 with up to 8 iterations;
5) Option 4 with up to 8 iterations. Each course iteration will be tailored to support the objectives of various national strategies related to counternarcotics.

Period of Performance
The Period of Performance includes one Base Period from the date of award through May 31, 2026, followed by four optional periods of twelve months each.

Place of Performance
The contract will be performed at the Midwest Counterdrug Training Center located at Camp Dodge Joint Maneuver Training Center in Johnston, Iowa.
