Instructional Design Services

The Department of Health and Human Services (HHS), Office of the Assistant Secretary for Financial Resources (ASFR) Office of Grants (OG), Division of Workforce Development (DWD) has a requirement for Instructional Design Services. The services provided by the contractor will include designing courses, content development, developing course framework, curating content, curriculums and creating training materials (i.e. teacher's manuals, student guides, resource kits). This includes, ensuring User Interface (UI), User Experience (UX), Artificial Intelligence (AI) to index training and put relevant information in front of learners, provide users with easy to use functionality in the LMS environment. The goal is to enhance HHS's grants management workforce practices (i.e., make the organizational capability, relevant business processes and supporting tools and techniques well-developed, structured, systematic, transparent, traceable, and documented). This will further the Grants Management Training Academy (GMTA) implementation and utilization across the department, including addressing grants management training and certification needs and Grants Quality Services Management Office (QSMO) marketplace requirements. This is a Small Business Set Aside. The RFQ Due Date (closing date) for proposal submission is NOON EST, May 7, 2021.
