THIS IS A REQUEST FOR INFORMATION (RFI) ONLY This RFI is issued solely for information and planning purposes it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on SAM.GOV. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. All information provided is STRICTLY VOLUNTARY.

Background
The contract is for upgrading the Instron spring tester software from Partner to Bluehill Universal. Instron released a formal notice explaining the discontinuation of the Instron/SATEC Partner software on January 1, 2023. The period of performance shall be for sixty (60) calendar days. The place of performance will be at Corpus Christi Army Depot, 308 Crecy Street, Corpus Christi, Texas.

Work Details
The Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, quality control, and other items and non-personal services necessary to complete the project objectives. This includes onsite integration of the new Bluehill Universal Software on the SF602R7969 Test System, providing newly created test procedures for all springs tested by the tester and training for three (3) operators.
The Contractor shall also update the Instron Partner Software to the new Bluehill Universal Testing Software for windows 10 computer, provide a Bluehill Universal for Partner software license, onsite software integration with a CCAD supplied computer and monitor, onsite training on the new Bluehill Fundamentals and test method development for up to three (3) operators, and a four (4) hour onsite Bluehill Universal advanced features and optional modules training for three (3) operators.

Period of Performance
The period of performance shall be for sixty (60) calendar days.

Place of Performance
Performance for work under this contract shall be at Corpus Christi Army Depot, 308 Crecy Street, Corpus Christi, Texas.
