Synopsis:

NASA/NSSC has a requirement for Instron Model 68TM-50 Table Mounted Materials Testing System, Force Capacity 50kN (5,000 kgf, 11,250 lbf) Dual column tabletop electromechanical testing system.

NASA/NSSC intends to issue a sole source contract to ILLINOIS TOOL WORKS INC: 825 University AVE; Norwood, MA 02062 under the authority of FAR 13.106-1(b)(1)(i). It has been determined that ILLINOIS TOOL WORKS INC is the sole provider of Instron 68TM-50 Test System.

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Glenn Research Center (GRC).

The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.

The NAICS Code for this procurement is 334516.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 3:00 p.m. Central Standard Time on 8/21/2024. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Background
NASA/NSSC has a requirement for the Instron Model 68TM-50 Table Mounted Materials Testing System, which has a force capacity of 50kN (5,000 kgf, 11,250 lbf). This dual column tabletop electromechanical testing system is essential for mechanical testing of materials. NASA/NSSC intends to issue a sole source contract to Illinois Tool Works Inc., located at 825 University Ave, Norwood, MA 02062, as they are the sole provider of the Instron 68TM-50 Test System. The procurement will be managed by NASA Glenn Research Center (GRC).

Work Details
The contract includes the following specific products and requirements:

1) Instron 68TM-50 Table Mounted Materials Testing System:
- Force Capacity: 50kN (5,000 kgf, 11,250 lbf)
- Integrated digital closed-loop control and data acquisition electronics
- Automatic recognition and calibration of transducers
- Pre-loaded ballscrew drive powered by a brushless AC servomotor
- Operator panel with start/stop functions and variable speed jog
- Testing speed range: 0.001 to 762 mm/min (0.00004 to 30 in/min)
- Crosshead return speed: 800 mm/min (31 in/min)
- Maximum crosshead travel: 1119 mm (44.1 in)
- Tension/compression load cell with Type Df fitting

2) Operator Dashboard Interface and Bluehill Universal Software:
- Includes a flat screen industrial touch monitor and full support for Bluehill Universal Materials Testing software.

3) 50kN Wedge Grips:
- Mechanical wedge action grips with a force capacity of 50 kN.

4) Advanced Video Extensometer 2 (AVE 2):
- Includes on-board electronics and calibration fixtures.

5) Services:
- Installation and integration of components by the vendor.

6) Training:
- Training for up to two operators on the supplied equipment.

7) Warranty:
- One-year warranty covering parts, labor, and travel for repairs.

8) Shipping:
- Shipping included to deliver equipment to NASA Glenn Research Center.
