Description

Dear Prospective Offeror:

Subject: Request for Quotation number 19CA7025Q0004 for the Installation of Cummins NG Generator at Toronto CGR.

Enclosed is a Request for Quotationes (RFQ) for the installation of Cummins NG Generator at the residence of the U.S. Consul General, Toronto (CGR). If you would like to submit a quotation, follow the instructions in Section J of the solicitation, complete the required portions of the attached document, and submit it to the address shown on Standard Form 1442 that follows this letter email address TorontoProcurement@state.gov. .

The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

The United States Consulate General, Toronto intends to conduct a pre-quotationproposal site visit on Thurs day, June 5, 2025 at 11:00 am EST. The site visit will be held at the residence of the U.S. Consul General in Forest Hill area of Toronto. Prospective offerors/quoters should contact Akhnoor Ali, at email: torontoPprocurement@state.gov to confirm their attendance by Wednesday, May 28, 2025 by 04:00 pm EST.

Quotations are due by 4:00 pm on Thursday, June 26, 2025 EST. No quotations will be accepted after this time. Quotations must be in English and incomplete quotations will not be accepted.

Your quotation must be submitted electronically to TorontoProcurement@state.gov along with all required documents. The submission must be made in Adobe (pdf) file format not to exceed 130MB. If the file size should exceed 130MB, the submission must be made in separate files and attached to separate emails with less than 130MB.

In order for a quotation to be considered, you must also complete and submit the following:

1. SF-1442

2. Section A, Pricing

3. Section L Representations and Certifications

4. Additional information as required in Section J

5. Proof of SAM Registration

Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at the time of proposal submission may deem the offeror's proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.

Background
The U.S. Consulate General in Toronto is seeking quotations for the installation of a Cummins NG Generator at the residence of the U.S. Consul General. The goal of this contract is to ensure a reliable power supply through the installation of a generator system that meets Canadian electrical codes and safety standards.

Work Details
The contractor shall install a Government-furnished Cummins C80 N6 generator and a 400-amp Onan automatic transfer switch at the Consul General’s Residence located at 152 Warren Road, Toronto. The work includes:

1. Modifying the electrical and natural gas systems to support the generator installation.
2. Removing all TESLA Powerwall solar system components and restoring branch circuit wiring to original panelboards.
3. Repairing any damaged walls and garage roof after removal of solar panel supports.
4. Commissioning and startup of the generator by factory-authorized personnel.
5. Providing a complete commissioning report as per OEM requirements.
6. Offering a one-year maintenance contract with an option for a five-year maintenance program, including quarterly service and annual load tests.

Period of Performance
The contractor must begin performance within 10 calendar days after receiving the award and complete it within 10 calendar days.
