Background
The United States Coast Guard Base Portsmouth intends to award a sole-source purchase order to PVPII-FNSS ACQUISITION INC for the installation of a new conduit pathway for the GRAB barrier system. This decision is based on the proprietary nature of the specifications and diagnostic equipment for the Smith & Wesson Grab 300 Barrier system, which are not publicly available. The goal of this contract is to enhance the security infrastructure at the base.

Work Details
The work consists of providing all labor, materials, and equipment to establish a new conduit pathway for the GRAB barrier system, installing upgraded 18/3 EFO wiring, and integrating this new infrastructure with existing Master Control Panel (MCP) and Barrier Control Panel (BCP). Specific tasks include:

1. Excavation & Exposure: Marking underground utilities, exposing existing conduits, trenching from the GRAB barrier to the security guard shack, laying new conduits, installing quazite handhole boxes, pulling new wiring, terminating wires to MCP and BCP, backfilling trenches, and restoring disturbed areas.

2. Conducting a full operational test of the GRAB system after installation.

3. Providing qualified personnel including a Project Manager who must be accessible during specified hours and respond promptly to technical issues.

4. Ensuring compliance with government regulations regarding employee conduct and safety protocols.

Period of Performance
The period of performance for this contract must not exceed 30 calendar days from the date of award.

Place of Performance
The primary place of performance will be at the United States Coast Guard Base Portsmouth located at 4000 Coast Guard Blvd, Portsmouth, VA 23703, with custom manufacturing conducted at the Contractor’s facility.

Bidder Requirements
The contractor must provide qualified personnel capable of performing all requirements specified in this SOW. Key personnel include a Project Manager who must be available during business hours and respond within 24 hours to requests. All contractor employees must comply with government regulations regarding safety and conduct. Additionally, contractor personnel may need eligibility for Secret clearances in the future.

Incumbent Analysis (see Incumbents section for more detail)
The solicitation indicates a closely related prior contract (70Z02726PPORT0016) awarded to PVPII-FNSS ACQUISITION with a value of $19,156 and a performance period from 02/05/26 to 03/31/26. While the documented prior work is a modification to refresh supplier details for vendor processing, it suggests PVPII-FNSS ACQUISITION has an established relationship with the same Coast Guard Base Portsmouth requirement area and administrative setup. The current effort’s focus on installing conduit pathway and integrating GRAB barrier system wiring with existing control panels appears to be part of the same ongoing GRAB barrier system support/installation scope.
