Description

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.

This synopsis/solicitation 142081-25-0003 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2025-05.

The National Oceanic Atmospheric Administration (NOAA), National Weather Service Weather Forecast Office in Grey Maine has a requirement for the installation of a 10,000-gallon underground water storage tank system.

The Period of Performance is from date of award to approximately 120 days thereafter.

The Place of Performance address is The National Weather Service Weather Forecast Office in Grey Maine located at: National Weather Service Gray/Portland, ME, 1 Weather Lane, Gray, ME 04039, Phone: 207 688 3216.

Magnitude: The Government estimates the value of this requirement to be between $175,000 and $200,000.

Contract Type/Evaluation

The Government will award a firm fixed price contract based on best value to the Government: (1) Project Schedule, (2) Demonstrated Prior Experience, and (3) Price. Quotes shall include all costs associated with each CLIN unless otherwise indicated on the vendor's quote.

This RFQ is 100% set aside for small businesses. The associated NAICS code is 221310, Water Supply and Irrigation Systems, with a Size Standard of $41 million.

Davis-Bacon Act Wage Determination

In accordance with the Davis-Bacon Act (40 U.S.C. 3141 3148) and FAR 52.222-6, Construction Wage Rate Requirements, the contract issued as a result of this solicitation shall incorporate the Department of Labor General Decision Number: ME20250050, Modification 5, dated July 25, 2025.

Offeror Instructions

Each offeror must provide the following information with the quote:

  1. The Request for Quote (RFQ) number;
  2. Company Name, Address, Telephone Number, and System for Awards Management (SAM) Unique Entity ID (UEI) Number or Commercial and Government Entity (CAGE) Code of the Offeror;
  3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;
  4. Acknowledgment of Solicitation Amendments (SF-30), if any, and;
  5. Completed Project Schedule and completed Demonstrated Prior Technical Experience form.

Contractors who do not respond to items 1 through 5 may be considered non-compliant with the requirements of the solicitation and no further consideration shall be given for award.

Site Visit

A site visit is strongly encouraged. Quoters are strongly encouraged to inspect the site where services are to be performed and to satisfy themselves as to all general and local conditions that may affect the cost of the performance of the contract, to the extent such information is reasonably obtainable. In no event will a failure to inspect the site constitute grounds for a claim after award of the contract. Quotation Submission Response

Quotes in response to this solicitation shall be submitted electronically via email by 4:00 P.M. Eastern, on September 02, 2025 to the following Government representative(s): Timothy Wampler, Contract Specialist timothy.wampler@noaa.gov with a copy to Jackie Shewmaker, Branch Chief - jackie.a.shewmaker@noaa.gov.

It is the Offeror's responsibility to ensure that any submission transmitted to the specified Government representative(s) is received. The Government does not accept responsibility for non-receipt of quotes. It is the contractor's responsibility to request and receive a confirmation of the quote receipt.

Offerors are highly encouraged to contact the Government representative(s) specified above prior to the solicitation's stated time and date for receipt of offers to ensure the Government has received the submission. Offers received after the date and time specified in this solicitation may be excluded from consideration.

The anticipated award date is on or about September 05, 2025.

Contractors are encouraged to register with the Contract Opportunities Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within Contract Opportunities where this synopsis/solicitation is posted). Quoters must be registered in the SAM database to be considered for award.
