The objective of this program is to provide operational capabilities to the AN/TPS-70 and AN/TPS-78 S-Band 3D Radars for an international partner as well as provide limited training to partner nation personnel to operate and maintain these radars. The following solicitation documents have been restricted for access due to the classification of the document:1.) Statement of Work 2.) Government Furnished Information3.) Industry Questions and Answers. Instructions on obtaining access to solicitation documents: If you are an offeror interested in submitting a proposal for this effort, please send an email to the Procurement Contracting Officer (PCO), Jennifer Lau, at jennifer.lau.2@us.af.mil to gain access to the restricted documents. The Government does not intend to hold a proposal kick-off, please send in all questions regarding all solicitation documents via email within seven (7) calendar days of solicitation release per instructions listed in the Section L attachment. The proposal shall be valid for 90 days from the date of submission. Notice: The Government reserves the right to cancel this solicitation. In the event the Government cancels this solicitation, the Government has no obligation to reimburse the contractor for any costs. Until a contract is executed, any effort performed in support of the anticipated effort is performed strictly at your own risk and expense. In accordance with DAFFARS MP5332.7(a) Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available.As of 6 February, 2025, Amendment 01 to the solicitation has been posted along with responses to additional questions received post solicitation issuance.

Background
The objective of this program is to provide operational capabilities to the AN/TPS-70 and AN/TPS-78 S-Band 3D Radars for an international partner, specifically the Secretaria de la Defensa Nacional (SEDENA) of Mexico. The contract aims to install, test, maintain, and provide training for these radar systems.

Work Details
The contractor will be responsible for the following tasks:

1. Installation, Checkout, and Testing of AN/TPS-70 Radar:
- Deliver an operational AN/TPS-70 radar site by providing all labor and materials.
- Begin work within 30 days of contract award.

2. Installation, Checkout, and Testing of AN/TPS-78 Radar (OPTION):
- Perform installation and testing as per Section 4.2 of the attached Statement Of Work (SOW).
- Begin work within 30 days if awarded concurrently with the base contract.

3. Operator and Maintainer Training on AN/TPS-70 Radar:
- Provide all labor and materials for training as per Section 5.0 of the SOW.

4. Operator and Maintainer Training on AN/TPS-78 Radar (OPTION):
- Provide training as per Section 5.0 of the SOW within 60 days from contract award if exercised.

5. Technical Reach-back Helpdesk Support:
- Provide support as per Section 8.0 of the SOW for a period of 12 months from contract award.

6. Repair and Return of Radar Parts:
- Provide labor and material for repair as needed IAW Section 6.0 of the SOW.
- Costs associated with parts repair will be charged on a cost-reimbursement basis.

7. Field Service Representative (FSR) Site Visits (OPTION):
- Provide up to four FSR site visits throughout the period of performance.

Period of Performance
The period of performance shall be 12 months from contract award.

Place of Performance
The services will be performed in a South American region, specifically supporting the Secretaria de la Defensa Nacional (SEDENA) in Mexico.
