Install Panel Wall to BSL2 Standards

Background
The United States Department of Agriculture (USDA) Agricultural Research Service (ARS) is seeking to enhance the containment of invasive insect research by modifying Room 101B in Building 55 to create a functional Bio Safety Level (BSL) 2 quarantine area. This project aims to reduce the risk of accidental release and improve operational safety while ensuring compliance with USDA quarantine protocols. The acquisition is set-aside for small business concerns, emphasizing the importance of maintaining agricultural integrity in Florida.

Work Details
The contractor will be responsible for the following tasks:
1. Add a non-load bearing interior partition wall to divide Room 101B into two sealed anterooms.
2. Install sealed quarantine grade doors with interlocking mechanisms.
3. Implement card access control for the primary entrance door.
4. Lower the existing ceiling to a finished height of 7 feet using sealed BSL 2 compatible surfaces.
5. Relocate or modify existing electrical lines that interfere with the new wall layout.
6. Install a two-way light indicator system for personnel entry/exit awareness.
7. Seal all penetrations and surfaces for insect containment.
8. Provide documentation, testing, and as-built drawings upon project completion. All work must comply with applicable federal, state, and local codes, including USDA ARS Facility Design Standards and Florida Building Code.

Period of Performance
The contract will be performed over a period of 60 calendar days from the Notice to Proceed.

Place of Performance
Miami, FL at the USDA ARS Subtropical Horticulture Research Station, specifically in Building 55 Room 101B.

Bidder Requirements
Bidders must be classified as small business concerns under the applicable North American Industry Classification Standard Code (236220) for Commercial and Institutional Building Construction, with a size standard not exceeding $45 million in average annual receipts. Contractors are required to obtain necessary permits and licenses, provide performance bonds, and adhere to safety qualifications as outlined in OSHA standards.
