Install, Configure, Provide Maintenance, Repair and Training Services for an Electronic Security System (ESS) to Include Access Control System (ACS) and Closed Circuit Television System (CCTV) for Outlying Hospital Clinics (OHCs), Behavior Health (BH)

Background
The Defense Health Agency (DHA) is seeking to install, configure, provide maintenance, repair, and training services for an Electronic Security System (ESS) that includes an Access Control System (ACS) and Closed Circuit Television System (CCTV) for Outlying Hospital Clinics (OHCs), Behavior Health (BH) Clinics, and Dental Clinics under the command of the Brian D. Allgood Army Community Hospital (BDAACH).

The goal is to enhance security and ensure compliance with regulatory standards, particularly those set by The Joint Commission (TJC). This comprehensive surveillance system aims to deter theft, facilitate inventory control, and improve safety across all locations.

Work Details
The contractor shall perform the following tasks:
1. Install and configure an Integrated Electronic Security System (IESS) including ACS and CCTV for OHCs, BH Clinics, and Dental Clinics in Areas I, II, III, and IV.
2. Provide preventive maintenance including any repairs identified during maintenance work for the ESS.
3. Perform on-call minor repairs and emergency corrective maintenance for repairs costing KRW2,500,000 or less per incident.
4. Provide training for ESS administrators and operators as specified in the Performance Work Statement (PWS).

The contractor must ensure that all installations meet the required physical security standards outlined in various DHA policies.

From October 1, 2026 to September 30, 2027.

Place of Performance
USAG Humphreys, Pyeongtaek 17709, Korea.

Bidder Requirements
Offerors must have a valid business registration certificate for Information and Communication Construction Business or Electrical Engineering issued by the Republic of Korea Government. They must demonstrate at least two years of experience in maintenance and repair services of ESS specifically for ACS and CCTV within the last seven years. The proposed Contract Manager must have a minimum of seven years of employment with the prime contractor and four years of experience supporting ESS maintenance.
