INSCOM G4 Global Intelligence Logisitcs and Engineering Support (GILE)   3

Background
The U.S. Army INSCOM G-4 is seeking industry feedback through this draft solicitation for a non-personal services contract aimed at providing multi-disciplined engineering, facilities, maintenance, logistics, and sustainment support.

The goal is to support the U.S. Army INSCOM Headquarters and its Major Subordinate Commands (MSCs), as well as Army Intelligence, Joint Forces, Combatant Commands, and the Intelligence Community (IC). INSCOM G-4 is responsible for worldwide integrated facility and logistics support to ground and airborne Intelligence, Surveillance, and Reconnaissance (ISR) systems and intelligence operational facilities.

Work Details
The contractor will be required to provide the following services:
1. Monthly performance metrics via the INSCOM G-4 portal in near real-time.
2. A Reliability, Availability, and Maintainability (RAM) report that includes:
- Material Condition Status (Fully Mission Capable - green, Partially Mission Capable - amber, Not Mission Capable - red).
- Operational Availability by critical system or facility with a 12-month running window.
- Backlog/open work orders metrics by region with a 12-month running window.
- Turnaround time metrics by critical system or facility with a 12-month running window.
- Response time according to performance objectives with current figures by region and a 12-month running window.
- Mean time to repair metrics by critical system or facility with a 12-month running window.
- Mean time between failure metrics by critical system or facility with a 12-month running window.
- Average cost to repair metrics by critical system or facility over the past 12 months.
- Identification of high failure items, efficiency rate, rejection rate, trends and recommendations, and lifecycle replacements forecast.

Place of Performance
The contract will be performed at locations specified by INSCOM G-4.
