National Institute of Biomedical Imaging and Bioengineering (NIBIB) Innovation Funnel Rapid Acceleration of Diagnostics (RADx) Commercialization Center
Background
The National Institutes of Health (NIH)/ National Institute of Biomedical Imaging and Bioengineering (NIBIB) intends to establish one single award Indefinite Delivery Indefinity Quantity (IDIQ) contract that can provide the services outlined in the Statement of Work (SOW) that represents the best value. The solicitation number is 75N92022R0113 and the solicitation is issued as a request for proposal (RFP).

Work Details
In response to the COVID-19 pandemic, the NIBIB created the Rapid Acceleration of Diagnostics (RADx-Tech) initiative, an innovation funnel aimed at increasing the speed of development, commercialization, and implementation of technologies for COVID-19 testing. The RADx-Tech innovation funnel was designed to compress the customary technology development timeline from years down to just months. This was accomplished by employing, in parallel, expert teams of contracted consultants to assist technology developers in addressing technical, regulatory, clinical, and commercialization requirements.

In an effort to leverage the RADx-Tech model for rapid acceleration of innovative technologies beyond COVID-19 testing, the NIBIB requires highly specialized and uniquely experienced contracted personnel capable of providing critical project, program, and portfolio support. Critical to the design of the innovation funnel is a multi-phase review and evaluation process. An initial screen of project applications is completed by a panel of technical, clinical, and business experts assessing the viability of proposed solutions to address the objectives of the innovation funnel. Proposals that pass the viability panel phase enter a deep dive evaluation, in which the applicant organization spends several days in virtual meetings with a project review panel. The project review panel typically consists of a project team lead with deep industry experience in the solicited area of the funnel, along with other commercialization experts as needed to evaluate proposed solution and organization. The recommendation that is generated by the project review panel is then presented to a steering panel for portfolio-level input into the final recommendation that is shared with NIH staff. When project applications are selected and approved for funding by NIH leadership, a project management team is formed to develop and negotiate project milestones and to provide ongoing support towards meeting the milestones.
