This effort is being advertised as a total small business set aside. The resultant contract will be a multiple award IDIQ for the provision of Subject Matter Experts, Advisors, Monitoring and Evaluation Specialists, and associated administrative work on various projects for the Bureau of International Narcoctics and Law Enforcement in WHA countries. While the bulk of the work will center on the Central America Regional Security Initiative (CARSI), this effort will most likely include additional countries within WHA. The Government intends to award one task order per country required. The scope of work includes, but is not limited to, the provision of the following staff:

Subject Matter Experts: Tactical Operations, K9s, Maritime Enforcement

Specialist Advisors: Forensic Accounting, Rule of Law, Counternarcotics, Justice Sector Reform, Anti Corruption

Police Advisors: Citizen Security, Local Police Specialists

Corrections Advisors: Prisons

IT Advisors

Administrative Support

A full explanation of the scope of work and position descriptions can be found in the attached Statement of Work. Offerors must use the Pricing and Q&A templates provided with this solicitation in their submissions in accordance with the instructions in Section L.

All proposal questions are due no later than 5pm CDT on July 24th.

Final proposals are due by 10 am CDT on August 11th. The Contracting Officer may extend the solicitation due date if extensive time is required for the Government to provide responses to contractor questions, or if the CO issues substantive solicitation amendments.

Background
The Bureau of International Narcotics and Law Enforcement (INL) is seeking Subject Matter Experts, Advisors, Monitoring and Evaluation Specialists, and administrative support for various projects in WHA countries, primarily focusing on the Central America Regional Security Initiative (CARSI). The resultant contract will be a multiple award IDIQ with one task order per country required. The full scope of work and position descriptions are detailed in the attached Statement of Work. The proposal questions are due by July 24th, and final proposals are due by August 11th.

Work Details
The scope of work includes providing Subject Matter Experts in areas such as Tactical Operations, K9s, Maritime Enforcement; Specialist Advisors in Forensic Accounting, Rule of Law, Counternarcotics, Justice Sector Reform, Anti-Corruption; Police Advisors in Citizen Security and Local Police Specialists; Corrections Advisors for Prisons; IT Advisors; and Administrative Support. The contractor will be responsible for developing and applying a quality assurance surveillance plan (QASP) post-award to mirror the monitoring techniques proposed by the winning vendors for each awarded IDIQ. Additionally, the contractor is required to submit Recruitment and Staffing, Quality Control, Risk Management, and Mobilization plans with the IDIQ submission. The contractor must manage Government Furnished Equipment (GFE) limited to computers and cell phones at the task order level. Staffing projections for Monitoring and Evaluation (M&E) experts have not been finalized. INL works closely with USAID but rarely undertakes joint projects. Contractors may be required to lease space if embassy facilities cannot accommodate staff.

The geographic locations where the contract will be performed include WHA countries such as Guatemala, Honduras, Panama, Costa Rica, El Salvador.
