Description

The Department of State, Bureau of International Narcotics and Law Enforcement Affairs is interested in conducting market research for potential qualified and capable firms to provide professional services and subject matter expertise Contractor support both CONUS and OCONUS. The current program consists of approximately one hundred seventy (170) Contractors with a wide range of labor categories, as viewable in the attachments and the Draft RFP.

Background
The U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) is seeking to conduct market research for potential qualified firms to provide professional services and subject matter expertise both within the continental United States (CONUS) and outside (OCONUS).

The INL's mission is to enhance U.S. national security by countering international crime and illegal drugs while promoting justice and fairness in partner nations. This contract aims to support INL's worldwide operations through professional and administrative services.

Work Details
The contractor will be responsible for providing highly qualified personnel referred to as Technical Program Contractors (TPCs) for various INL programs and activities. Specific tasks include:
- Recruiting, retaining, and supervising contractors from diverse locations, ensuring low turnover ratios.
- Providing Key Personnel with experience in managing medium-sized projects (50+ personnel), including a Program Manager and Deputy Program Manager, both of whom must be U.S. citizens.
- Ensuring that all TPCs meet the labor category requirements specified in the GSA/MOBIS schedule.
- Submitting resumes for potential candidates that demonstrate significant experience relevant to the Statement of Work.
- Conducting business during regular hours while maintaining a professional demeanor at all times.
- Developing a Phase-Out Plan detailing how to transition responsibilities smoothly if the contract is not renewed.

Period of Performance
The anticipated period of performance is one year from the date of award, with options for four additional periods.

Place of Performance
Contract performance will occur at various locations including:
- Department of State office locations in Washington, DC
- Patrick Air Force Base, Melbourne, FL
- Various CONUS locations
- Any U.S. Embassy or consulate worldwide.
