Background
The Department of State (DOS) is issuing this Request for Quote (RFQ) for the procurement of Explosive Ordnance Disposal (EOD) equipment intended for the National Police of Ukraine (NPU) and the State Border Guard Service of Ukraine (SGBS).

The goal of this contract is to enhance the capabilities of these agencies in managing explosive threats, thereby supporting their operational effectiveness and safety.

Work Details
The contract involves the supply of various EOD equipment as specified in the Statement of Work (SOW).

The specific items required include:
1. EOD robots
2. Bomb suits
3. X-ray machines
4. Detection devices
5. Training materials and support services.

Each item must meet specific performance standards and specifications outlined in the SOW, ensuring they are suitable for use in high-risk environments.

Period of Performance
The geographic location(s) the product will be delivered to or performed at.

Place of Performance
The products will be delivered to designated locations within Ukraine, specifically to facilities operated by the National Police and State Border Guard Service.

Bidder Requirements
Bidders must comply with the Trade Agreements Act (TAA), ensuring that all products supplied are from eligible countries under applicable free trade agreements.

Additionally, bidders should demonstrate past performance with similar items delivered to Ukraine and provide at least three examples of relevant projects. Bidders are also encouraged to identify any potential Organizational Conflicts of Interest in their proposals.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent and/or closely related prior contract based on the prior award 19GE5023P0103, awarded to FGI Solutions for delivery of EOD equipment for NABU Kyiv, Ukraine (07/18/23–09/18/23) valued at $60,396. The current RFQ similarly seeks delivery of explosive ordnance disposal equipment for Kyiv-area Ukrainian law enforcement and border security entities (NPU and SGBS), suggesting the prior work likely involved comparable EOD equipment procurement and delivery activities in the same operational region.
