Background:

The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of state is the President's principal foreign policy advisor. The Department of State's mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world.

The equipment requested (Harris radios for DICAR) will enable CNP DICAR units to conduct police operations throughout the entire territory of Colombia, which is ~80% rural with poor cellphone coverage. This equipment will positively impact DICAR's rural policing capability.

This Sources Sought notice is issued for planning market research purposes only, and does not constitute a solicitation for proposals, offers, bids, and/or quotes. This is not an announcement of a forthcoming solicitation, or confirmation that the Government will contract for the items contained in the Sources Sought, nor is any commitment on the part of the Government to award a contract implied. Responses to this notice will assist the Government in identifying potential sources (authorized resellers) and in determining if a Service-Disabled Veteran Owned Small Business (SDVOSB), Small Disadvantaged Businesses 8(a), Historically Underutilized Business Zone Small Business (HUBZone), or Women-Owned Small Business (WOSB) set-aside of the solicitation is appropriate, and in determining whether this approach to securing contracting support is practicable. Respondents are advised that the Government will not pay for any information or administrative cost incurred in response to this Sources Sought. Responses to this notice will not be returned.

The following information is requested in this RFI/Sources Sought:

1. Company name, point of contact, phone number, and address;

2. UEI Number and CAGE Code;

3. Interest in nature of participation [e.g., prime contractor, teaming partner, primary subcontractor];

4. SDVOSB/HUBZONE/8(a)/WOSB certification for applicable NAICS;

5. Confirming vendor is an authorized reseller of the radios and applicable equipment and accessories.

6. Three examples of relevant and recent (with last three years) past performance .

7. Questions, clarifications and/or recommendations to INL to inform a subsequent Notice of Funding Opportunity.

Information submitted must be in sufficient detail as to allow for a thorough government review of firm's interest and capabilities. This information is due no later than Wednesday, April 3, 2024 at Noon EST.

Scope Of Work

TECHNICAL REQUIREMENTS

The contractor shall provide the Brand Name (Motorola) radios and related equipment as as specified in Section 2 TECHNICAL SPECIFICATIONS of the attached draft Statement of Work.

APPLICABLE DOCUMENTS

The contractor shall deliver with the equipment all individual manuals for operations and maintenance (preventive and corrective maintenance). The requested documents shall be in Spanish language. The contractor shall also deliver a copy of these manuals via magnetic means (CD or USB).

TRAINING

The contractor shall provide a theoretical and practical equipment application training course in Spanish for Ten (10) students from DICAR. This training shall take place in Bogota, Colombia. The contractor shall coordinate dates for training with the COR. The contractor shall deliver this training within two months of CNPs receipt of the equipment. Training must be a minimum of (40 hours). The training course shall prepare DIRAN personnel to adequately install, operate, troubleshoot. As minimum the training course syllabus shall contain:

General description and functionality of the equipment

Installation

Setting parameters and configuration

Programming

Operation procedures

Preventive maintenance

Corrective maintenance

Instructors shall be certified by the Original Equipment Manufacturer (OEM), experienced, and capable to teach the course in Spanish. Accreditation shall be in place prior to the course start date. If a translator is required, the contractor shall provide such service and ensure the translator (s) is/are capable of simultaneous translation at a technical level.

The contractor shall provide course attendees with Spanish language course documents, with an additional copy to be kept by DICAR records archive. Likewise, the contractor shall present each student who successfully completes the course with a certificate of attendance and training received. The contractor is responsible and shall cover all expenses for the instructors and course documents provided.

DELIVERY

The equipment shall be delivered to INL warehouse in Colombia, Calle 22B # 32-62 or INL Freight Forwarder in Miami, FL. USA.

The Contractor shall properly pack and consolidate the entire shipment to prevent damage, loss and/or misdirection. Upon notification, the contractor shall replace any items lost or damaged during shipment. Partial shipments are not allowed unless approved in writing by the Contracting Officer.

WARRANTY

The contractor shall provide a minimum of twelve (12) months warranty for manufacturing defects of components, spare parts, work performed, and accessories from the date of acceptance and delivery to INL warehouse in Bogota. All items required in this Statement of Work (SOW) shall have a valid warranty throughout Colombia. The supply of spare parts and parts for equipment components shall also be warranted for a minimum of a 5-year term.

During the warranty period, the contractor shall carry out maintenance and/ or upgrading the system with new versions launched to the market, in reference to the product delivered, including:

Upgrading programs

Providing Maintenance Versions ( release )

Providing access to information regarding the product and supply of technical material

CUSTOMS CLEARANCE AND TAX EXEMPTION

The U.S. Government will not reimburse the contractor or any sub-contractors VAT or IVA under this contract. The prices set forth in this contract and quoted by the contractor shall and are exclusive of all taxes and duties from which the U.S. Government is exempt by virtue of the Cooperation Agreement between the U.S. Government and the Government of Colombia. Upon request, INL Bogota will provide the required exemption letter.

INSPECTION AND ACCEPTANCE

After delivery to the INL freight forwarder headquarters in Doral, Florida the equipment will be shipped to INL warehouse in Bogota, Colombia via the INL Miami based FF. Only after the equipment is inventoried at this location, and if in compliance with the contract specifications, the equipment will be considered accepted by the U.S. Government. The packing list of all equipment shall include at a minimum: description, brand name, serial number (if applicable), and quantities.

PERIOD OF PERFORMANCE

Contractor shall complete delivery, no later than 180 calendar days from the date of award.

Authorization and Equipment Requirements

The vendor certifies that it is the manufacturer, or an authorized distributer of the product being sold to the Department of State and that it has the certification/specialization level required by the manufacturer, to support both the product sale and product pricing, in accordance with applicable manufacturer certification/specialization requirements. Unless otherwise specified, Seller warrants that the products are new and in their original box(es).

A firm-fixed price, single award delivery order is being considered, with defined quantities of required commodities and services. In such case, no additional sums shall be payable on account of any escalation in the cost of materials, equipment, or labor, or because of the Contractor's failure to properly estimate or accurately predict these prices or difficulty of achieving the results required by this contract. Nor shall the delivery order price be adjusted on account of fluctuations in the currency exchange rates. Related travel cost would be reimbursed in accordance with Federal Travel Regulations.

Contractor personnel assigned to this project may be subject to security screening by the US Embassy Regional Security Officer (RSO and/or Government of Colombia). In the event a contractor or subcontractor employee does not pass the required security screening, the contractor shall immediately provide a replacement at no additional cost to the Government.
