Initial Pilot Training (IPT)   3

Background
The United States Air Force (USAF) is issuing this Closed Commercial Solutions Opening (CSO) to support the Initial Pilot Training (IPT) program. The IPT effort aims to provide no less than 2,500 military officers with preparatory training annually for rated career fields in the USAF, sister services, and partner nation military branches.

The training requested includes administering Private Pilot Certificate (PPC), Airplane Single-engine Land (ASEL) certification, Instrument Airplane rating (IAR), and Airplane Multiengine Land (AMEL) certification courses by civilian pilot schools certified under 14 CFR, Part 141. The goal is to begin training government-provided candidates within 120 calendar days after contract award and to scale to a minimum throughput of 150 graduates within the first performance year.

Work Details
The contractor will be responsible for providing comprehensive flight training services that include:
- Administering FAA certifications for Private Pilot Certificate (PPC), Instrument Airplane Rating (IAR), and Airplane Multiengine Land (AMEL).
- Conducting all required training and certifications within a maximum of 139 consecutive calendar days per candidate.
- Providing all instruction, ground training, flight training, and FAA knowledge/practical tests necessary for certification.
- Ensuring that all training adheres to the requirements set forth in the Code of Federal Regulations (CFR), Title 14, Part 141.
- Offering secure furnished lodging that meets DoD Lodging Adequacy Standards.
- Collecting and reporting candidate training data including progress and event completion status.
- Maintaining safety standards with a goal of zero ground and flight mishaps, including submitting five years of FAA safety records for review.

Place of Performance
Training locations may be geographically aligned with follow-on USAF Undergraduate Pilot Training (UPT), Undergraduate Combat System Officer Training (UCT), and Undergraduate Remotely Piloted Aircraft Training (URT) locations.
