This is a combined synopsis/solicitation for commercial services prepared in accordance with the formant in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSAL ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This is a total Small Business Set Aside. The solicitation number is W911S7-25-R-A002, and the solicitation is issued as a Request for Proposal (RFP). The NAICS code is 711130 with a small business size standard of $15M. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2020-04.
Description of Requirement: The Religious Support Office at Fort Leonard Wood, MO is seeking a non-personal services contract to provide Pianist Musician Services in leading congregations in the singing of preludes, postludes, offertory, singing of hymns/choruses/spiritual songs, background music for meditation, prayers, and communion.. This is a requirement contract for Initial Entry Trainee Musician Services for a period of five (5) years (Base Year plus Four (4) Option Years).

Solicitation and Performance Work Statement (PWS) is attached.

Background
The Fort Leonard Wood Religious Support Office (RSO) requires Musician Services to support worship activities. The goal of the contract is to provide music support for public worship, enhancing the assembly or congregation's experience. This is a non-personnel services contract, meaning the contractor will not be supervised by the government but will be accountable solely to the contractor.

Work Details
The Contractor shall provide Piano/Keyboard Music Support while leading congregations in singing preludes, postludes, offertory, hymns, choruses, spiritual songs, background music for meditation, prayers, and communion.

The contractor is expected to perform contemporary, Gospel, traditional, and liturgical Entry Training chapel services. For each service, the contractor will play 2 to 4 songs based on selections provided by the Contracting Officer Representative (COR) two weeks in advance. The required skill level for musicians is at or above SMP Level 9 (Advanced), which must be demonstrated and accepted by the COR.

Place of Performance
The services will be performed at Fort Leonard Wood.
