Infrastructure, Systems, and Network Enhancement Program (ISNEP)

Background
The Defense Information Systems Agency (DISA) Acquisition Directorate, Program Executive Office Transport (PEO Transport) is conducting a SOURCES SOUGHT NOTICE to assess the availability and technical capability of small businesses, including Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, and Woman-Owned Small Businesses.

The goal is to provide comprehensive support for the implementation, integration, and operational transition of advanced networking capabilities across the Department of Defense Information Network (DODIN) and DISN. This initiative aligns with DISA's mission to enhance information superiority through improved infrastructure and services.

Work Details
The Infrastructure, Systems, and Network Enhancement Program (ISNEP) requires the following capabilities:

1. **Program and Project Management**: Effective management of complex projects supporting DODIN/DISN operations, including coordination among multiple stakeholders and adherence to budget constraints.

2. **Seamless Integration and Transition Management**: Integration of new technologies into existing infrastructure while ensuring uninterrupted operations, including managing legacy system decommissioning.

3. **Advanced Network Implementation Expertise**: Experience in implementing global network systems with technologies such as optical transport, Internet Protocol Label Switching, encryption, or timing synchronization while ensuring compliance with regulatory standards.

4. **Comprehensive Logistics Support**: Management of end-to-end logistics and warehousing support for global operations, particularly for sensitive materials like Communications Security devices.

5. **Rapid Response and Flexibility**: Ability to quickly scale resources in response to emergent operational needs without compromising mission success.

Period of Performance
The anticipated Period of Performance is from September 2026 to September 2033, encompassing a seven-year base Indefinite-Delivery Indefinite-Quantity contract ordering period consisting of a three-year base period plus two optional 24-month extensions.

Place of Performance
The anticipated Place of Performance is Ft. Meade, MD with global mission support.
