Infrastructure Services, Transport and Communications (ISTC) Base Area Network (BAN) MAC IDIQ   3

The Infrastructure Services, Transport and Communications (ISTC) portfolio is seeking potential Offerors with the capability to meet the requirements described in this solicitation. This solicitation describes the instructions to Offerors for the BAN IDIQ contract and the initial Proposed Delivery Order (PDO). The proposal process will be a single-phase effort consisting of a written proposal leading to the award of multiple IDIQ contracts.

Offerors requesting the restricted documents on SAM.gov, must provide an active CAGE code in their request prior to receiving access to the RFP restricted documents. Background
The United States Marine Corps (USMC) Network Modernization Plan V2.2, dated June 2021 initiated and intended to transform the Marine Corps Enterprise Network (MCEN) into a converged, multi-tenant local area network to support convergence, reliable, reconfigurable, resilient Base/Post/Camps/Stations (B/P/C/S) network. ISTC is responsible for providing the transport and network infrastructure to enable communication capability and capacity from the enterprise to the tactical edge across the Marine Corps B/P/C/S. The ISTC mission has expanded to include the complete modernization/replacement of all Low Speed Time Division Multiplexing (LSTDM) technologies and the modernization of the Distribution and Access Layer Transport infrastructure to the End-user Building (EUB). As a result, ISTC is now responsible for the modernization of the telecommunication and network infrastructure at every Marine Corps Installation.

Work Details
The Contractor shall meet BAN requirements SOW Section 5. Specific requirements and pricing will be set forth in each delivery order.
Ordering Period 1: date of contract award through Year 5. Valuation, are applicable for this line item. The contractor shall provide DoD unique identification or a DoD recognized unique identification equivalent. FOB: Destination PSC CD: 7G21

Place of Performance
The work to be performed under this IDIQ contract will be performed at current or future U.S. Marine Corps Continental United States (CONUS) and Outside Continental United States (OCONUS) Installations and Detachments that include, but are not limited to, various locations such as Marine Corps Base Camp Pendleton, CA; Marine Corps Air Station Miramar, CA; Marine Corps Air Station Yuma, AZ; etc.
