Information Technology Solution for Sikes Act Permit Issuance & Dispersed Recreation Access Management Services (SAPDRAMS)

Background
Regional Contracting Office, Camp Pendleton, CA, is issuing a simplified acquisition to procure an Information Technology Solution for Sikes Act Permit Issuance & Dispersed Recreation Access Management Services (SAPDRAMS).
This will expand the capabilities and improve efficiency of the Range Management Department at Marine Corps Air Station Yuma, Arizona.
The contract will facilitate automated issuance and management of Sikes Act permits under 16 U.S.C. 670 et seq.
It supports outdoor recreation, hunting, and other dispersed activities, providing resource-based outdoor recreational opportunities for military personnel, their dependents, base civilians, and the general public in support of mission requirements.

Work Details
Provide software service solution (SAPDRAMS) including:
- Task 1 – Core Features:
* Website Development enabling MCAS Yuma staff to build and maintain web content
* Content Management Service (CMS) for permissions, user accounts, permit configuration, area and activity controls, violation tracking, reports, notifications, check-ins, and occupancy quotas
* Hosting, security, maintenance, backups, and proactive patching
* Customer Interface for user account creation, training videos, surveys, and informational content
* Permit Creation and Sales supporting multiple permit types with digital and printable outputs
* Debarment Reporting and adjudication
* Administrative Holds and User Account Management
* Automated Email Notifications and Administrative Roles and Permissions
* Customer Account Access and Remote Training
* Page-specific Documentation and Tutorials
* Embedded Safety Brief with user quiz gating permit issuance
* Online Survey Builder

- Task 2 – Check-in/Out Service:
* Daily Access Pass Service with interface demonstrations and user group reservation windows
* Online Reservation Service allowing creation, review, and cancellation of activity or area reservations with quota and compatibility constraints

- Subscription Services: ongoing support, maintenance, and monitoring in accordance with the PWS.

Period of Performance
March 27, 2023 through February 26, 2028 (12-month base period plus four 12-month option periods).

Marine Corps Air Station Yuma Range Management Department, 2332 E. O'Neil Street, Yuma, Arizona 85369.

Bidder Requirements
Small Business Set Aside - Total (SBA).
Offerors must demonstrate knowledge and understanding of the PWS technical and programmatic requirements and capacity to provide continuous quality support.
Must use FedRAMP Authorized cloud servers in Microsoft’s Azure Commercial Cloud.
