Information Technology Refresh Program (ITRP) Support
Purpose:
This public posting is for informational, planning, and market research purposes only and constitutes a Request for Information (RFI) and a Sources Sought Request (SSR) only for United States, Department of Homeland Security (DHS), Customs and Border Protection (CBP). This announcement does not constitute a commitment, implied or otherwise that a solicitation or procurement will be issued. This is not a solicitation, Request for Proposal (RFP), or Invitation for Bids (IFB). No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests.
All information received resulting from this RFI will be used by CBP for acquisition planning and market research purposes only. However, your response may be releasable to the public under the Freedom of information Act (FOIA), 5 U.S.C. 552, and the DHS FOIA regulation, 6 C.F.R. Chapter 1 and Part 5. If you wish CBP to consider any portion of your response as "confidential commercial information", you should clearly mark the portion as "confidential commercial information". The procedures for identifying "confidential commercial information" are set forth in the DHS FOIA regulation cited above and are available on the DHS website: http://www.dhs.gov/xfoia/editorial0579.shtm. CBP, at its discretion, may request respondents to this RFI to meet with CBP program and contracting officials and to elaborate on information in their written response. Respondents to this RFI will not be notified of any results derived from a review of the information provided. All information contained in this RFI is preliminary and is subject to revision and is not binding on the Government.
The purpose of this public posting is to give contractors the opportunity to provide information regarding their capability to provide logistic support services.
Background:
The U.S. Customs and Border Protection (CBP), Office of Information and Technology (OIT) have a requirement for support services that will contribute to implementation of an Information Technology Refresh Program (ITRP) capability across the CBP Enterprise (see Appendix B). Field Support Directorate (FSD) is the centralized office for implementing an end-to-end ITRP solution for replacing technology, including desktop, laptop, and non-cellular tablet devices; peripherals; network devices; and mobile devices. FSD coordinates this capability with CBP's components and trusted partners to ensure CBP customers have functional, effective, and secure day-to-day technologies needed to accomplish their missions.
The ITRP framework is grounded in a pre-determined refresh cycle that maximizes technology access, capability, and maintenance while minimizing cost, complexity, and cybersecurity risks. The technology refresh requirement will replace an estimated 90,000 desktop, laptop, non-cellular tablet devices on a variable refresh cycle based on Industry Best Practices, Accelerated for Operational Priorities (IBP-O) (see Appendix C). If exercised through optional Contracting Line-Item Numbers (CLINs), technology refresh will also replace 66,000 peripherals, 2,700 network devices, and 15,000 mobile devices. The full technology refresh lifecycle includes procurement, deployment, maintenance, and disposal of each device where CBP operates across 1,800 worldwide locations.
Dedicated ITRP implementation will enable a recurring and predictable out-year investment and implementation strategy resulting in more stable fiscal execution, economies of scale, and enhanced cybersecurity. Scheduled deployments will maximize usage and warranties and timely modernization will leverage potential advances in technology (e.g., artificial intelligence (AI), Quantum Computing, Graphics Processing Units (GPUs)).
Draft Requirement Overview:
In support of CBP's implementation of comprehensive lifecycle management and modernization of Enterprise technology assets, the contractor shall provide Program Management, Storefront Capability, Planning / Lifecycle Management, Hardware Procurement Assistance, Asset Management Assistance, Hardware Preparation for Deployment, Evaluation / Process Improvement, and Infrastructure and Endpoint Management support services. The contractor shall perform these support services for desktops, laptops, and non-cellular tablet devices with options also for peripherals, network devices, and mobile devices.

Please submit ITRP RFI Past Performance Reference Template to the following email address in order to be considered for market research purposes for the referenced requirement. In order to be considered, Past Performance References and response to the questions (per the link provided) must be completed.
The due date and time for responses is no later than 10 AM EDT, June 18, 2026. The Past Performance Reference Templates shall be submitted via email to: cbpitrpdraftpwsreview@cbp.dhs.gov with the subject line "ITRP RFI" to be considered.

Background

Work Details
The contractor shall provide the following support services: Program Management; Storefront Capability; Planning/Lifecycle Management; Hardware Procurement Assistance; Asset Management Assistance; Hardware Preparation for Deployment; Evaluation/Process Improvement; Infrastructure and Endpoint Management.
Specific tasks include onboarding key personnel, maintaining management systems, testing and integrating new devices, implementing device enrollment processes, administering hardware procurement orders, processing asset management records, and ensuring compliance with performance standards. Optional tasks include managing peripherals, network devices, and mobile devices with specific replacement cycles outlined in the SOW.

Place of Performance
Administrative tasks will primarily be performed remotely but within commuting distance of designated CBP locations. Tasks requiring hardware handling will occur at government-provided warehouse facilities located in Spring, TX; Walled Lake, MI; and Lorton, VA.
Bidder Requirements
Bidders must demonstrate capability in providing logistic support services relevant to the ITRP. Key personnel must be onboarded within specified timeframes post-award. Contractors are expected to comply with Section 508 accessibility requirements for all deliverables. Additionally, contractors must adhere to DHS security policies regarding employee training and PIV credential compliance.
