Information Technology (IT) Artificial Intelligence (AI) & Machine Learning Programmatic Support Services

Background
The Department of Defense (DoD), specifically the Office of the Chief Digital & Artificial Intelligence Officer (OCDAO), is seeking to procure Information Technology (IT), Artificial Intelligence (AI), and Machine Learning Programmatic Support Services.
The goal of this contract is to provide comprehensive support that aligns with the strategic objectives of the OCDAO, enhancing their capabilities in IT and AI while ensuring effective communication and operational efficiency.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the following tasks:
1. Public Affairs Support: Develop written products such as press releases, leadership briefing materials, organizational talking points, FAQs, video scripts, speeches, and other communication products. Ensure alignment with OCDAO mission objectives and produce executive-level briefing documents under tight deadlines.

2. Digital Talent Management Support: Support competency development in data analytics and AI; create guidance materials; organize Digital Talent Management Forums; assist in developing a Workforce Planning People Strategy and a DoD Digital Talent Awards Program.

3. Business Operations Support: Provide administrative services including action suspense tracking, workload prioritization, user IT support, correspondence management, security management, and personnel management. This includes managing visitor access and security requirements, preparing travel authorizations for executives, coordinating communications on behalf of leadership, managing calendars for senior executives, preparing daily read books for executives, and maintaining office files.

4. Budget Execution Support: Provide expert support in acquisition management functions including development of key acquisition documentation and strategies. Assist in budget execution activities such as commitment production and metrics reporting; ensure timely submissions of congressional requests; track Congressional Directed Actions; provide analysis for budget proposals; develop POM inputs; process funds receipt and distribution; track requisitions from funding requests to document submission.
