Information Technology Delivery and Operations Support Services (IT DOSS)

Background
The Federal Law Enforcement Training Center (FLETC) is a component of the Department of Homeland Security (DHS) responsible for training federal, state, local, and tribal law enforcement officers and international partners.

FLETC's mission is to ensure that these professionals can enforce laws, treaties, and regulations effectively and safely. The purpose of this Draft Statement of Objectives (SOO) is to outline the Information Technology Delivery and Operations Support Services (IT DOSS) required to support FLETC's mission across its Training Delivery Points (TDPs), which are located in Glynco, Georgia; Charleston, South Carolina; Cheltenham, Maryland; and Artesia, New Mexico.

Work Details
The IT DOSS will provide comprehensive information technology support services including but not limited to:
1. **Service Delivery** - Delivering services as per the FLETC CIO Service Catalog.
2. **Reduce IT Costs** - Implementing strategies to lower overall IT expenditures.
3. **Continuous Improvement** - Ensuring ongoing enhancements in service delivery.
4. **Performance Management** - Monitoring and managing performance metrics.
5. **Knowledge Management** - Facilitating effective knowledge sharing and management.
6. **Cybersecurity** - Protecting IT systems from cyber threats.
7. **Service Management** - Overseeing IT service operations.
8. **Information Resources Management** - Managing information resources efficiently.
9. **Infrastructure Modernization & Optimization** - Upgrading and optimizing IT infrastructure.
10. **Project Management** - Managing IT projects effectively.
11. **Business Continuity Management** - Ensuring continuity of operations during disruptions.
12. **Capacity Management** - Managing capacity to meet current and future demands.
13. **Applications and Systems Management** - Supporting applications and systems used by FLETC.

Period of Performance
The contract will have a twelve-month base period with nine additional twelve-month option periods, totaling a potential duration of ten years if all options are exercised.

Place of Performance
The contract will be performed at various locations including Glynco, Georgia; Charleston, South Carolina; Cheltenham, Maryland; and Artesia, New Mexico.
