This is a Sources Sought Notice Only. This Sources Sought Notice is issued for information and planning purposes only as part of the U.S. Department of State (DOS) market research and does not constitute an RFP. The purpose of this notice is to request information regarding the availability of capable firms to support the requirements of the U.S. Department of State (DOS), Bureau of Overseas Buildings Operations (OBO), for Information System Security services (i.e., Cyber Security, Cloud Platform Security, Assessments & Authorization (A&), Information/Operations Security, Operational Technology Security (OT-Security), and Communication Security (COMSEC). The applicable North American Industry Classification System (NAICS) code assigned to this acquisition is 541511.

If your organization has the potential capacity to perform these contract services, please provide the following information:

  1. Organization's name, address, email address, website address, telephone number, and size and type of ownership for the organization, Unique Entity ID, and Cage Code.
  2. Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability.

The government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice. Based on the responses to this sources sought notice/market research, this requirement may be set aside for small businesses or procured through full and open competition. The government will not provide feedback or evaluations to companies regarding their submissions in response to this notice.

Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this sources sought notice by 12 P.M. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. This notice does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement.

Background
The U.S. Department of State (DOS) is seeking information from capable firms to support the requirements of the Bureau of Overseas Buildings Operations (OBO) for Information System Security services, including Cyber Security, Cloud Platform Security, Assessments & Authorization (A&A), Information/Operations Security, Operational Technology Security (OT-Security), and Communication Security (COMSEC). The purpose of this notice is for information and planning purposes only and does not constitute an RFP.

Work Details
The scope of work includes technical, data analytics, cyber security, and cloud support for OBO/IRM. The contractor is required to provide qualified personnel and resources necessary to support OBO/IRM's function. The Department's Enterprise networks span approximately 275 diplomatic facilities in 175 countries and 150 domestic offices. The contractor shall provide support in securing all of the OBO's IT equities regardless of the environment. Additionally, the scope of this acquisition will include support across four separate environments: DoS OpenNet, DoS ClassNet, Cloud Service Providers (Azure, AWS, ServiceNow, Google, etc.), as well as multiple Cloud Software as a Service (SaaS) Platforms and externally hosted applications.

Place of Performance
All services will be performed in a hybrid environment with the primary work location being at 1701 Nort Fort Myer Dr Arlington, VA 22209, and periodic visits to 7943-59 Cluny Ct. Springfield, VA 22153.
