Description

The Centers for Medicare & Medicaid Services (CMS) seeks an effective agile contractor to develop foundational components, common infrastructure templates, tools, DevSecOps best practices and services for quality systems built and supported by the Information Systems Group (ISG) of the Center for Clinical Standards and Quality (CCSQ). The goal of this team is to make ISG's software development and DevSecOps more effective and efficient by building reusable code, providing tools and automation, monitoring site health, alerting, trouble-shooting incidents, debugging performance through distributed tracing, and searching through application and system logs. Resulting in cost savings and efficiencies where possible in our systems.

Background
The Centers for Medicare & Medicaid Services (CMS) is seeking an agile contractor to develop foundational components, common infrastructure templates, tools, and DevSecOps best practices for the Information Systems Group (ISG) of the Center for Clinical Standards and Quality (CCSQ).

The goal is to enhance software development and DevSecOps efficiency by creating reusable code, providing automation tools, monitoring site health, and troubleshooting incidents. This initiative aims to achieve cost savings and operational efficiencies.

Work Details
The contractor will perform critical tasks including:
1. Verifying the identity of contract personnel in compliance with OMB Memorandum M-05-24 and Federal Information Processing Standard (FIPS) PUB Number 201-2. Personnel requiring physical access to CMS facilities or federally controlled information systems must obtain a CMS-issued PIV card.

2. Inheriting the existing AWS environment provided by CMS, which currently has a FISMA Moderate authority to operate (ATO). The contractor will also be responsible for obtaining Data Use Agreements (DUAs) for various systems as needed.

3. Supporting the Quality Payment Program (QPP), which includes maintaining applications built with Node.js, Angular, Java, and Python. This involves using Terraform for AWS resource provisioning, Docker for application management, and Jenkins for deployment processes.

4. Unifying the End Stage Renal Disease Quality Reporting System (EQRS) with other systems using AWS Cloud and DevOps tools like Jenkins and Talend studio.

5. Supporting the CMS Quality Improvement Organization Platform (CQP), which utilizes Salesforce and maintains a 3-tier AWS infrastructure for data sharing between internal/external systems.

Period of Performance
The contract will be performed over a one-year period as a logical follow-on to ensure continuity of services without disruption.

Place of Performance
The work will be performed at the Centers for Medicare & Medicaid Services located at 7111 Security Boulevard, Baltimore, Maryland.
