Background
The Combat Capabilities Development Command (DEVCOM) has a requirement for Information Resource Center (IRC) Support Services at Rock Island Arsenal, Illinois.

The mission of DEVCOM is to enhance the capabilities of the U.S. Army through innovative solutions and support services. The goal of this contract is to provide comprehensive support services that align with the operational needs of the Chemical, Biological, Radiological, and Nuclear Defense (CBRND) program.

Work Details
The contractor will be responsible for providing Information Resource Center (IRC) Support Services as outlined in the Performance Work Statement (PWS). Key tasks include:
- Managing and maintaining information resources and databases relevant to CBRND operations.
- Providing technical assistance and training to personnel on the use of information systems and tools.
- Ensuring compliance with security protocols, including maintaining personnel with active SECRET security clearances.
- Documenting and reporting on IRC activities and performance metrics.
- Collaborating with DEVCOM staff to identify information needs and develop solutions accordingly.

Period of Performance
The contract will have a one-year base period from September 25, 2026, to September 24, 2027, with four optional one-year extensions available.

Place of Performance
Rock Island Arsenal, Rock Island, Illinois.

Bidder Requirements
Bidders must be Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Offerors must demonstrate a minimum of three years of experience working directly with Department of Defense (DoD) chemical-biological systems. Proposed personnel must possess an active SECRET security clearance. Additionally, bidders must provide a completed Standard Form (SF) 1449 cover sheet, a pricing matrix for the base period and all option years, and a technical capability statement.
