1.0 Description

1.1 The U.S. Army Corps of Engineers, Little Rock District, has been tasked to solicit for and award a construction contract for the Norfork Powerhouse Turbine Rehabilitation and Generator Rewind requirement.

1.2 This is a REQUEST FOR INFORMATION (RFI) only. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) / Request for Prototype Proposal (RPP) or a promise to issue an RFP/RPP in the future. This Request for Information does not commit the Government to contract for any supply or service whatsoever. Interested parties are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP/RPP, if any are issued.

2.0 Background.

The Norfork Powerhouse is located in Arkansas near the city of Salesville, AR. The original primary purposes of the Norfork project were for flood control and hydropower. The project started producing power online in 1944. There are two vertical axis, single cast, 17 bucket, Francis type turbines installed at the powerhouse each with a discharge diameter of 145.56 inches and synchronous speed of 128.6 RPM. The turbines were manufactured by the S. Morgan Smith Company with a rated output of 42,000 horsepower (31.32 MW) at rated head of 160 feet. The existing turbines have exceeded their expected design life.

The work under this requirement includes design, manufacture, and install of Francis turbines, improvement of dissolved oxygen levels, rewinding of existing generator, and refurbishing associated equipment and components. The runner shall be designed using both Computational Fluid Dynamics (CFD) and a physical performance (scale) model. The latest design and proven technologies shall be applied to develop aerating capability for the replacement turbines. The existing generators will be rewound concurrent with the supply and installation of the turbines.

3.0 Requested Information

SWL is seeking feedback on Specifications, Drawings, Evaluation Criteria, etc.

4.0 Responses

4.1 Interested parties are requested to respond to this RFI via ProjNet. The key SZIXBA-9497ZM has been established. Industry may provide comments from June 16, 2021, until July 16, 2021.

5.0 Pre-Solicitation Site Visit

SWL has scheduled an in-person pre-solicitation site visit at Norfork Powerhouse on June 30, 2021 at 10:00 AM CST. All interested parties are invited to attend; however, all social distancing guidelines must be followed. Visit https://www.cdc.gov/ for the most current set of guidelines.

6.0 Questions

Questions regarding this RFI shall be submitted in writing via email to the Contract Specialist, Sarah.N.Hagood@usace.army.mil. Verbal questions will NOT be accepted.

7.0 Summary

This is a REQUEST FOR INFORMATION (RFI) only. Its purpose is to attract industry feedback on draft Specifications, Drawings, Evaluation Criteria, etc. The information provided in this RFI is subject to change and is not binding to the Government. SWL has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
