The Government is seeking industry feedback on the clarity of the requirements in the Draft RFP.
The Naval Air Warfare Center - Aircraft Division (NAWC-AD) (AIR-2.5.1.11) at Patuxent River, MD has a requirement for Contractor Support Services (CSS) for the Air Vehicle Modification and Instrumentation (AVMI) department (AIR-5.2.9).
The CSS will include: providing technical support services to meet the staffing demands of the AVMI technical shops and instrumentation installation teams, managing the contract in an effective and efficient manner, providing engineering support for instrumentation and other test modifications to the aircraft or weapon under test, performing analysis and verification of designs for airworthiness, providing technical support of test systems during test and evaluation events, supporting AVMI's involvement with Integrated Test Teams (ITTs) and Integrated Project Teams (IPTs), providing mechanical modification support for test platforms, and providing project and administrative support. These services shall be performed on-site at Patuxent River, Maryland, China Lake, California, and Point Mugu, California.
This requirement will be competitively solicited as a Small Business Set-aside, Cost Plus Fixed Fee (CPFF) contract with CPFF and Cost Reimbursable CLINS.
The period of performance for this procurement is a base year with four (4) one (1) year options.
The PSC Code for this requirement is K015 and the NAICS is 541715, with a size standard of 1,500 employees.
The Government will be conducting a NAWC-AD Industry Day on 05 April 2018 at the Southern Maryland Higher Education Center (SMHEC). Informational one-on-one sessions, limited to 15 minutes each, will be conducted with those companies who are considering submitting a proposal as a prime contractor for this requirement. Companies are encouraged to submit written questions and/or comments regarding the Draft RFP by email to the Government points of contact listed below prior to 03 April 2018 if you wish to discuss them briefly at the NAWCAD Industry Day. However, all questions and/or comments must be received by 12:00 noon Local Time on 10 April 2018 for the Government's consideration. If your company does not wish for one or more of the submitted questions and/or comments to be released to industry on FedBizOpps as part of a consolidated list, please annotate that in your submission of questions/comments. The Government will not answer questions that request the Government to assess a company's approach to meeting the requirements as stated in the Draft RFP.
It is anticipated the Final RFP will be issued in June 2018 via FedBizOpps.
