For the Over The Horizon Radar (OTHR) project in support of the Air Force located in Oregon.

The U.S. Army Corps of Engineers, Kansas City District is conducting an information exchange webinar supporting the upcoming Over The Horizon Radar construction project.

The OTHR system will be located on two remote sites in the North-West United States and will provide long range early detection and tracking capability for low flying targets approaching the borders of North America. The two sites are located in areas with little or no utility infrastructure and outside commuting range of any metropolitan areas. Construction on the sites will include earthwork to accommodate large antenna arrays, dining and lodging facilities to support personnel housed on-site, mission operations facilities, and power generation facilities. The sites will require large amounts of earthwork and civil infrastructure development.

This exchange is for interested prime contractors who are able to bond at the $500 million dollar level or higher.

To maximize participation and reduce participation costs, the session will be conducted via webinar on November 29, 2023, starting at 11:00AM CST. The necessary call-in information will be provided on November 27, 2023 to prime contracting firms that submitted an e-mail RSVP. The estimated duration of this webinar is 30 to 45 minutes.

The purpose of this webinar is to update the construction industry on the status of the Over The Horizon Radar project, and to request input from the construction industry for our acquisition planning. The webinar will consist of a presentation by the Government, questions & answers, and will end with a list of questions to help us finalize our acquisition plans. An e-mailed response to the questions is requested on or before December 15, 2023.
