January 10, 2022 Update:

As part of market research, ICE is requesting industry feedback on the following approach for evaluation of Staffing Factor. Please provide comments via email to SWIFT-MA-IDIQ@ice.dhs.gov no later than 4:00PM on January 11, 2022.

During oral presenations, offerors will be given on the spot scenarios on potential projects and will be asked to propose labor categories and hours that correspond with the tasks. Offerors will be required to provide the rationale as to why the specific labor categories and hours were proposed. Offerors will be evaluated on the staffing plan and length of time it took to develop the staffing solution.

December 22, 2021 Update:

Provide DRAFT PWS. The Government requests vendor feedback on the draft PWS.

Feeback should be sent to SWIFT-MA-IDIQ@ice.dhs.gov by 1000AM ET on December 30, 2021.

The estimated release date for the solicitation is shifted to mid-January 2022.

December 17, 2021 Update:

November 4, 2021 Update:

Due to an overwhelming Industry response for a 1 on 1 meeting with the Government, we will add 16 additional 15 minute 1 on 1 sessions. We will take the vendors selected for the additional slots from the current email submissions to the SWIFT-MA-IDIQ mailbox. Vendors will be selected based on date and time of submission. Unfortunately, we cannot meet with everyone.

Scalable Ways to Initiate Flexible Tasks (SWIFT)

SWIFT provides resources needed to support Platform as a Service (PaaS), Hyper Automation, Visualization, and Collaborative Services; maintenance of existing systems and development of prospective systems (applications); adoption of new and emerging technologies; and create a creative delivery strategy designed to support the integration, customization, and development of ICE applications. The purpose of this Industry Day is to communicate program status and acquisition strategy intent to elicit industry feedback and engagement as a means of maximizing competition.

THIS VIRTUAL INDUSTRY DAY IS FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY. THIS DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO AWARD A CONTRACT FROM RESPONSES TO THIS ANNOUNCEMENT, NOR DOES IT OBLIGATE THE GOVERNMENT TO PRODUCE A SOLICITATION IN THE FUTURE. ANY INFORMATION SUBMITTED BY INTERESTED PARTIES IS STRICTLY VOLUNTARY AND NO COMPENSATION WILL BE PROVIDED FOR RESPONSE PREPARATION OR FOLLOW UP REQUESTS.

While the acquisition plan has not yet been fully developed or approved, any acquisition related to this requirement would most likely be procured in accordance with Federal Acquisition Regulation (FAR) Part 15 and FAR Part 12 as a multiple-award Indefinite-delivery, Indefinite-quantity (IDIQ). Interested parties are encouraged to keep an eye on the respective Acquisition Planning and Forecast System (APFS) record and sam.gov for updates to the acquisition strategy, as they develop.

is scheduled for Wednesday, November 10, 2021, from 10:00 a.m. to 11:30am., Eastern Time. Break-out sessions will start at 12:30PM. The Government will accommodate up sixteen (16) 15-minute one-on-one meetings/break-out sessions as slots are available.

1. If you are interested in a 15-minute one-on-one session, please express that interest by submitting an e-mail with company name, company address, attendee name, phone number, and e-mail address for each attendee to SWIFT-MA-IDIQ@ice.dhs.gov no later than Monday, 8 November 2021 at 10:00a.m Eastern Time.

2. Additional questions following the presentation must be submitted by 5:00PM ET on Wednesday, November 10, 2021, to SWIFT-MA-IDIQ@ice.dhs.gov. Questions and comments received before and during the Industry Day, along with Government response, will be published via beta.SAM.gov. A list of attendees will also be published.
