This Amendment 3 (Posted 25 August 2022) provides updated and changing information related to the original Notice as follows.

1. NAVAIR is in the process of preparing a draft solicitation. We anticipate releasing the draft to industry for review and comment not later than January 2023. We also plan to hold a pre-solicitation conference in late January 2023.

2. To provide ample time to potential offerors, we also want to bring attention now to the following prerequisites for which evidence needs to be included in proposals:

-AS9110 (no exclusions) certification for the entity performing the engine repair work

-FAA Part 145 certified repair station for the entity performing the engine repair work

-CFM MRO License Agreement

-Letter(s) of Intent (LOI) between the Offeror and Boeing to demonstrate that Boeing is willing to offer a license to the Offeror for access to Boeing proprietary data to repair/modify items such as the Engine Build-Up Unit (EBU) (also known as a Quick Engine Change (QEC)). [More information regarding obtaining the LOI will be included in the solicitation.]

1. NAVAIR is releasing questions and answers (Q&As) provided in response to this Notice and Amendment 1 and the Industry Day Attendee List. We will be emailing Q&As and the Industry Day Attendee list to U.S. DoD contractor representatives who attended the 8 June 2022 Industry Day.

2. Other U.S. DoD contractor representatives interested in receiving the Q&As and the Industry Day Attendee List shall request receiving such information in writing to Contract Specialists, Adrian Copiaco, LT, USN (adrian.i.copiaco.mil@us.navy.mil) and Ms. Samantha Goodyear (samantha.l.goodyear.civ@us.navy.mil). Each request shall include company name, CAGE code, address, name(s), and email(s).

This Amendment 1 (Posted 22 June 2022) provides updated and changing information related to the original Notice as follows.

1. NAVAIR is extending the date and time to submit written questions or comments regarding the draft SOW and CDRLs to 1600 Eastern Time, 8 July 2022. Please submit questions/comments using the attached Question and Answer Form Excel file and submit to Contract Specialists, Adrian Copiaco, LT, USN (adrian.i.copiaco.mil@us.navy.mil) and Ms. Samantha Goodyear (samantha.l.goodyear.civ@us.navy.mil)..

2. Previous versions of the SOW and CDRLs were releasable to the general public. From this point forward, in an abundance of caution, we are limiting distribution of updated versions of these documents, along with questions and answers (Q&As) related to these documents, to U.S. DoD contractors. We will be emailing the updated draft versions of the SOW and CDRLs to U.S. DoD contractor representatives who attended the 8 June 2022 Industry Day.

3. Original Notice (Posted 1 June 2022):

This Notice is related to the P-8A Poseidon Engine Depot Maintenance and Repair IDIQ MACs Sources Sought Notice N00019-22-RFPREQ-APM290-0060SS posted on 15 March 2022 and the Pre solicitation Notice N00019-22-RFPREQ-APM290-0060PN posted on 7 April 2022. NAVAIR hereby invites interested parties to participate in an Industry Day to be held virtually via MS Teams and in-person at RBC Inc. office spaces located at 46579 Expedition Drive, #200, Lexington Park, MD 20653 on Wednesday, 8 June 2022 with doors opening at 08:30 and the event beginning at 09:00. All in-person attendees must be U.S. citizens; foreign nationals may attend virtually.

The purpose of the informational presentation is to provide potential Offerors a better understanding of the work required and to accept feedback on the Draft Statement of Work (SOW) and Contract Data Requirements Lists (CDRLs). The Draft SOW and CDRLs are included with this Notice for potential Offerors to review and comment.

In-person attendance is limited to two (2) U.S. citizen attendees per company. Additional attendees may attend virtually. All attendees must register to attend by 6 June 2022 at 1600 EDT using the registration form provided in this Notice.

The Government is offering prospective prime contractors the opportunity to register for one 20-minute one-on-one session with Government personnel. The purpose of the one-on-one sessions is to allow prime contractor representative(s) to provide questions and/or comments on the SOW and/or CDRLs to help Government representatives obtain a clear understanding of the party's feedback. The one-on-one is not to be used as a business development opportunity. Upon receipt of all one-on-one requests, the Government will provide each requestor with the 20 minute time period reserved for their one-on-one session.

Attendees are encouraged to review the Draft SOW and CDRLs and submit questions or comments in writing by 1600 EDT on 6 June 2022 to Contract Specialists, Adrian Copiaco, LT, USN (adrian.i.copiaco.mil@us.navy.mil) and Ms. Samantha Goodyear (samantha.l.goodyear.civ@us.navy.mil) using the excel format provided. Although questions are encouraged during the presentation or one-on-ones, the Government respectfully requests that all verbal questions are followed-up in writing by 24 June 2022 to enable the Government to provide complete and thorough responses. The written questions that are due by 24 June 2022 shall be entered into the attached Excel file and submitted via email to LT Copiaco and Ms. Goodyear. Any proprietary information provided in the questions or comments shall be marked or annotated accordingly. An amendment to this posting containing an abstract of the questions and the Government's responses will be made publically available on www.sam.gov.

Instructions on how to attend the virtual event will be provided via email following the close of this Notice to each respondent of this posting.
