The U.S. Army Corps of Engineers is hosting an Industry Day/Presolicitation Conference on Thursday, 12 December 2024. The conference will be held near the project site to provide information for an upcoming contracting opportunity, as well an opportunity for a Site Visit. The Government is planning on issuing an Unrestricted (Full and Open) solicitation for the construction of a U.S. Army Reserves Center (ARC) located at Dobbins Air Reserve Base (ARB), Georgia. This event is open to Large, Small and Socio-Economic Businesses who are registered in System for Award Management (SAM.gov) for the NAICS Code 236220 (Commercial and Institutional Building Construction), as well as Local/State Building Trades Councils.
The project will be for the construction of a 81,331 square feet (SF) ARC Training Building, an 8,344 SF Vehicle Maintenance Shop (VMS), and a 3,456 SF Unheated Storage Building (USB) at Dobbins ARB in Cobb County Georgia. The project will also provide for adequate parking space for military and privately-owned vehicles, along with a wash rack, loading dock, and space for a storage trailer. The current site for the facilities is located in a wooded area within Dobbins ARB.
This is not a Request for Proposal, an Invitation for Bid, or a Request for Quotation. Therefore, this event is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for information provided to the Government in a response, nor pay for administrative costs incurred attending the Industry Day event. No reimbursement will be made for any costs associated with travel or providing information in response to this announcement.

Effective, 27 November 2024, registration is currently closed for In-Person participation. Participants who plan to participate in the Industry Day/Presolicitation Conference Virtually or Call-In by Telephone must register no later than Tuesday, 10 December 2024 at 5:00 p.m. (Eastern Time) by submitting the below information to Bonny.C.Dylewski@usace.army.mil with the email subject line Dobbins ARC - Industry Day Registration.

- Unique Entity ID (Building Trades Councils, or participants who do not aniticipate providing a proposal for this project, do not need to provide this information. If the entity registration with SAM.gov is in progress to obtain this information, you may submit your information to the POC attend this event and let the POC know that this is in progress and provide this informaiton upon receipt of the Unique Entity ID.)
- CAGE Code (Building Trades Councils, or participants who do not anticipate providing a proposal for this project, do not need to provide this information. If the entity registration with SAM.gov is in progress to obtain this information, you may submit your information to the POC attend this event and let the POC know that this is in progress and provide this information upon receipt of the CAGE Code.)

Base Access
Participants without a valid Department of Defense (DoD) Common Access Card (CAC) must submit the required Entry Access Request Form in advance by completing and submitting the (Dobbins DARB 4 Form) and submitting the document via email to Jeffrey Downs at jeffrey.j.downs@usace.army.mil and Robert Ernst at robert.ernst.5@us.af.mil no later than Tuesday, 26 November 2024 at 11:00 a.m. (Eastern Time). Non-citizens must submit the DARB4 form no later than 14 November 2024 at 11:00 a.m. The form shall be submitted as a fillable form and should not be scanned. Do not flatten or lock the document. The form must be fully filled in for approval.
Please bring a valid driver's license or valid photo ID for each person attending, vehicle registration and proof of insurance in the vehicle to gain access to the facility.

Background
