The National Institute of Health/Office of the Chief Information Officer (NIH/OCIO) will host an Industry Day on Thursday, June 30, 2022, as noted above. The event will be held virtually via Zoom web conference.

After registering, you will receive a confirmation email containing information of your registration submission.

The event is a virtual participation. We will send an additional administrative info about the event if necessary, prior to the event date.

The event will include a panel from NIH/OCIO and Contracting Office. The event will include information on services needed, as well as projected contract solicitations from NIH.

  3. Number of Participants: Two (2) attendees' maximum for each company. Registering more than 2 attendees will result in acceptance of the first two members and other attendees will be automatically eliminated.

Background
The National Institutes of Health (NIH) is an operating division of the Department of Health and Human Services (HHS) comprising the Office of the Director (OD) and 27 Institutes and Centers.
As part of the Immediate Office of the Director, the Office of the Chief Information Officer (OCIO) provides leadership and management support to ensure NIH IT investments are well planned, effectively managed, and compliant with federal policies and mandates.
Established to support the Clinger-Cohen Act and expanded under FITARA, OCIO advises NIH leadership on IT strategy, establishes enterprise-level IT plans and policies, oversees an annual IT portfolio of approximately $1.6 billion, manages cybersecurity and Section 508 programs, and leads enterprise architecture and acquisition services to optimize IT investments and drive continuous improvement across NIH.

Work Details
The contractor will provide comprehensive IT professional services and administrative support.
Services include tactical planning and operational execution aligned with OCIO strategic goals; data call management and action tracking for HHS, OMB, and NIH requests; and development and maintenance of management dashboards and high-level management reporting.
Additional support includes ad-hoc information requests for senior leadership; real-time executive reporting and budget tracking; SharePoint site administration and analytics; support for administrative workflows on ServiceNow and MS 365 platforms; and procurement and deployment administrative support for IT hardware and software.
The contractor also provides logistical and administrative support for governance and policy meetings, including IT Management Council and 508 Advisory Group sessions; listserv distribution management and shared mailbox monitoring; maintenance of SOPs, manuals, knowledge base, and wiki pages; and issue resolution via centralized mailboxes.
Enterprise architecture services cover strategy, business, data, applications, infrastructure, and security domains.
Activities include repository development, roadmaps, EA repository submissions, standards documentation, EARB setup, and cloud-smart solutions; business architecture assessments and target state recommendations; solution architecture validation; and low-code automation proofs-of-concept.
Information architecture strategy and standards development; data architecture, analytics, and visualization support including data lake design, analytics models, and insight generation; and interagency and trans-NIH support for HHS EARB, ITMC working groups, ICAM subcommittee, and NIH Technology Availability Guide initiatives.
Deliverable management is performed under SLAs with monthly performance status reports, invoice coordination, inspection and acceptance criteria, and final deliverables due 60 days before task order expiration.

Period of Performance
To be determined via individual task orders under the umbrella contract; each task order will specify a period of performance with final deliverables due 60 days before its expiration.

Place of Performance
Primarily off-site/virtual execution with occasional on-site activities at NIH facilities (e.g., NIH campus in Bethesda, MD) for meeting management, administrative operational support, and property management as approved by the Contracting Officer’s Representative (COR).

Bidder Requirements
Set-aside: Small Business Set Aside – Total (SBA).
Contractor personnel must be U.S. citizens eligible for Position Sensitivity Tier 2 (public trust, moderate risk) clearance.
Proposed staff must demonstrate the expertise and qualifications specified for each labor category and credentials may be verified by the COR.
Offerors must comply with Section 508 ICT accessibility standards and provide a signed Organizational Conflict of Interest (OCI) statement.
Contractor personnel must adhere to NIH codes of conduct and standards of ethics.
