The U.S. Army Corps of Engineers (USACE) is initiating a competition for the construction solicitation of an Equipment Concentration Site (ECS) at Fort Carson, Colorado, using the Construction Manager at Risk (CM@Risk) approach under Other Transaction Authority (OTA).
This notice serves to inform and prepare interested parties for the upcoming official solicitation release.
Work Details
The project involves the construction of a consolidated, fully functional ECS complex on a 48-acre site at Fort Carson. Key facilities include:
1) General Purpose Warehouse (39,313 SF) for secure storage of military equipment;
2) Area Maintenance Support Activity Shop (26,217 SF) for vehicle maintenance with advanced systems;
3) Organizational Storage Building (5,000 SF) for high-bay vertical storage; and
4) Container Storage Area (4,440 SY) for tactical container storage.
Supporting infrastructure includes heavy equipment parking with durable concrete pavements, tactical vehicle wash facilities with recycling systems, a bi-level loading ramp for armored vehicles, specialized foundations to address soil conditions, advanced fire protection systems compliant with UFC and NFPA standards, and cybersecurity measures for facility control systems. The entire facility will adhere to Unified Facilities Criteria (UFC), including antiterrorism/force protection standards.

Bidders must be U.S. Citizens with a REAL ID to access Fort Carson. They are required to submit a Statement of Qualifications as part of the competitive selection process. The selected Construction Manager at Risk will need to demonstrate qualifications through a two-step process involving white papers and pitch presentations.

I. INDUSTRY DAY
USACE intends to conduct an Industry Day on 06 October 2026 at 0900 Mountain Time to provide an overview of the project, acquisition strategy, and anticipated requirements. This event will provide interested parties with an opportunity to gain additional insight into the project and proposed Construction Manager at Risk (CM@Risk) approach under an Other Transaction (OT) framework, ask questions, and provide input in advance of the official Request for Qualifications (RFQ) release.
General questions from industry participants will be permitted during the Industry Day; however, all discussions and responses provided during the event are considered unofficial and are for informational purposes only. Statements made during the Industry Day do not constitute a commitment, authorization, or binding guidance related to the future Request for Qualifications (RFQ). Official Questions and Answers (Q&A) will be accepted and addressed following the release of RFQ.

IV. PROJECT DESCRIPTION
This acquisition will deliver a consolidated, fully functional ECS complex on an undeveloped 48-acre parcel of land at Fort Carson, CO. This site features a comprehensive range of facilities designed to support the mission of ECS-42, which is responsible for the maintenance and storage of key military assets assigned to 83 regional Army Reserve units.
The operational readiness of this military equipment is essential for both training Army Reserve Soldiers and equipping units from which the Active component will draw upon for critical warfighting capabilities inherent to deployable combat forces.
Core Facilities include:
- General Purpose Warehouse (GPW): A 39,313 square-foot (SF) secure, clear-span storage facility designed for the protection and preservation of military equipment.
- Area Maintenance Support Activity (AMSA) Shop: A 26,217 SF vehicle maintenance facility featuring advanced vehicle maintenance exhaust systems, overhead cranes, heavy-duty hoists, and specialized tool rooms.
- Organizational Storage Building: A 5,000 SF high-bay vertical storage facility.
- Container Storage Area: A 4,440-square-yard (SY) reinforced concrete layout for secure tactical container storage.
Supporting Infrastructure & Specialized Systems include:
- Heavy Equipment Parking & Site Work: A Military Equipment Parking (MEP) lot featuring extensive heavy-duty concrete pavements designed to withstand high-shear tracked and wheeled tactical vehicle loads, alongside POV parking, security fencing, and utility tie-ins.
- Tactical Vehicle Wash Facilities: Two dedicated, high-capacity vehicle wash racks/platforms featuring industrial filtration and water-recycling systems.
- Bi-Level Loading Ramp: A reinforced bi-level loading ramp designed to facilitate the rapid loading and unloading of heavy armored vehicles onto transport carriers.
- Specialized Foundations: Geotechnical engineering solutions, including deep foundation systems and soil stabilization, to mitigate volatile soil conditions across the 48-acre site.
- Fire Protection: Advanced fire detection and suppression systems, including specialized solutions for high-bay maintenance areas and hazardous material storage, compliant with all relevant UFC and NFPA standards.
- Cybersecurity: Facility-related control systems will be designed and implemented in accordance with UFC 4-010-06, ensuring the cybersecurity of all networked building systems.
- UFC Compliance: The entire facility complex will be designed and constructed to meet all applicable Unified Facilities Criteria (UFC), including AT/FP (Antiterrorism/Force Protection) standards and sustainable design principles as outlined in the Army Sustainable Design and Development Policy.
V. ACQUISITION STRATEGY - PRE-AWARD
USACE, Louisville District will use a streamlined competitive selection process:
- Step 1 White Papers: Interested parties will submit a Statement of Qualifications (max # of pages to be defined in formal RFQ). Following evaluation of the qualification packages, the Government intends to down-select up to three (3) highest qualified firms to proceed to Step 2.
- Step 2 Pitch Presentations: Down-selected firms will participate in live pitch meetings. One company will be selected as the Construction Manager for negotiation and award of Agreement 1 for preconstruction services. The Government intends to negotiate a Guaranteed Maximum Price (GMP) for construction of the ECS, which will be added as a bilateral modification at a later date.
VI. ACQUSITION STRATEGY AWARD
The agreement will be awarded to the most qualified Construction Manager at Risk (CMAR) to provide preconstruction services and construction. Phase 1 of the CM@Risk agreement will include pre-construction services. The selected CMAR will act as an expert consultant to the Government, collaborating directly with USACE and the third-party Designer of Record during active design progression. The Government's intent is to award the Phase I Agreement for Preconstruction Services prior to the 65% design review meeting. Phase 2 of the agreement will include scope for all construction activities necessary to complete the project. The agreement will be Firm-Fixed-Price (FFP).

Draft documents may be provided at a future date for feedback and informational purposes only and are subject to change upon issuance of the formal Project RFQ.
