***Due to space constraints this Special Notice has been amended to state that Contractors interested being the Prime Contractor (and their Designers) on this effort will have priority in attendance at the Industry Day. The U.S. Army Corps of Engineers (USACE) invites industry representatives to attend an Industry Day at 9:00 AM EST on 22 October 2025, for project overview and site visit, to be hosted at the US Coast Guard Yard. On 23 October 2025, one-on-one engagements will be held with USACE and USCG representatives, available for registration. Registration for both the event and the subsequent one-on-ones will be facilitated using the link provided at the bottom of this Special Notice on a first-come, first-served basis. Registration will close on 17 October 2025 at Noon EST. This event will provide an overview of the design and construction of the waterfront revitalization project for the US Coast Guard Yard, Curtis Bay, Maryland. This Industry Day is intended to provide a forum for engaging with industry experts to gather and share information about this project and its planned acquisition strategy of Design Build to Budget. Given space constraints, USACE will be limiting attendance to one (1) representative per company.

To enter the facility, a current and valid REAL ID will be required. Additionally, to attend the Site Visit, attendees are requested to bring their own eye protection, hard hat and preferably steel-toed boots, though closed-toed shoes will be acceptable.

The U.S. Coast Guard has a requirement to improve the waterfront infrastructure at the US Coast Guard Yard located in Curtis Bay, Maryland to plan for the maintenance and repair of a new class of cutters. The USACE Baltimore District plans to procure the design and construction services as a competitive design-build procurement that seeks to optimize the budget in terms of quality, scope, durability, and life-cycle cost. The budget, or the design and construction cost ceiling, will be disclosed and evaluation will focus on mission critical' factors and innovative betterments and enhancements within the budget with award to a best solution and not the cheapest' proposal. The estimated magnitude of construction is $100M to $250M.

Participation in this Industry Day does not constitute a commitment by the U.S. Army Corps of Engineers to award a contract, nor does it provide any advantage in the competitive procurement process. This Special Notice will be amended to reflect any future changes, if applicable.

Background
The U.S. Coast Guard (USCG) Yard in Curtis Bay, Maryland, has been operational since 1899 and is the only USCG-operated shipyard in the United States. The yard is responsible for the construction, repair, and renovation of vessels and various aids to navigation, as well as manufacturing miscellaneous Coast Guard equipment.

To accommodate the arrival and maintenance of a new class of USCG Cutters (Offshore Patrol Cutter) expected by 2030, the CG Yard requires improvements to its waterfront infrastructure. The U.S. Army Corps of Engineers (USACE) Baltimore District is partnering with the USCG to execute components of the Shipyard Infrastructure Optimization Plan (SIOP). This contract aims to enhance capabilities in alignment with future fleet needs.

Work Details
The contract involves design and construction services for the waterfront revitalization project at the USCG Yard. Key tasks include:
1. Dredging the Federal Channel, Turning Basin, and Berth Areas;
2. Demolition and reconstruction of aging waterfront infrastructure critical to USCG operations, including:
- Pier 2 – Demolition & reconstruction
- Pier 3 – Demolition & reconstruction
- South Wharf – Demolition & reconstruction
- Building 68 – Demolition & site restoration
- Associated infrastructure work, utility connections, etc.

The project will focus on optimizing budget while ensuring quality, durability, and life-cycle cost considerations.
