Industry Day and One-on-One Sessions Announcement

Registration and General Information

USACE Walla Walla District is developing an acquisition to provide a design-build construction contract for the rehabilitation and replacement of channel walls and bridges of a canal located in Gooding, Idaho. Work will include completing the design of the rehabilitation and repair of the channel walls, five vehicle bridges, and three pedestrian bridges. Upon completion and acceptance of the design, the contractor will be responsible for the construction of the design. Please see the following pages for a list of questions and desired information the Government would like to learn about your company in regard to this project. This information is intended to provide you awareness of what the Government would like to learn but you are encouraged to share more if you believe it will help the Government in developing the solicitation package.

The Government will provide a virtual briefing to share information about the project and to provide information about Project Labor Agreements. The virtual briefing will begin at 9:00 AM PST on Tuesday December 10, 2024 followed by an open forum question and answer session. Following this briefing, one-on-one sessions will be conducted virtually. Each company will be allotted one (1) hour for the one-on-one session. Please limit the number of company representatives to no more than three (3) attendees to facilitate effective one-on-one dialogue. The purpose of the one-on-one session is to answer questions and allow the government to obtain specific feedback from your company's representative. Marketing/capability briefings are not authorized during the one-on-one session.

The multi-functional team within the Walla Walla District will be conducting one-on-one sessions December 10 and 11, 2024, in order to share information on the government's requirements and preliminary acquisition strategy, as well as to obtain industry feedback.

For our planning purposes, you are requested to provide the following information if you are interested in participating in the open forum and/or the one-on-one session:

  1. Name of Company
  2. Name of each individual attending, his or her contact number and e-mail addresses
  3. Specify if attending open forum and/or requesting a one-on-one session

Please provide the above information to Preston.E.Jones@usace.army.mil and Jani.C.Long@usace.army.mil no later than Tuesday December 3, 2024. Please include the title, Company Name Industry Day Attendees in the email subject line. You will be notified of your scheduled one-on-one session within two (2) days of receipt of your request.

If you have questions you would like to submit in advance, please provide them to the above e-mail addresses no later than Thursday December 5, 2024. If you consider the questions proprietary, please clearly mark them as such.

Summary Scope of Work

Design:

A 30% conceptual design package which conveys the Government's design intent will be provided with the Phase II Solicitation. The design package will include plans, specifications, a geotechnical exploration report, and a recent site survey. The Contractor will be responsible for continuing this design package to completion. Contractor-generated CAD drawings must be in Bentley DGN format.

Construction:

Proposed construction features are divided into two primary categories: (1) wall repair/replacement and (2) vehicle and pedestrian bridge replacement. The project is a lava rock wall channel; the channel dimensions are approximately 24 feet wide, 8 feet deep, and 0.9 miles long.

Wall repair/replacement work may include: mortar repointing, concrete walls, concrete blocks, geotextiles, drainage culverts, irrigation systems, fencing, waterstop installation, road reconstruction, pavements, and pavement striping.

Bridge replacement work may include: demolition of roadway culverts, demolition of pedestrian bridges, traffic control, installation of new roadway bridges, installation of new pedestrian bridges, and road reconstruction. The bridges will include reinforced concrete decks, railings, abutments, and wingwalls.

Technical Experience:

  • Reinforced concrete roadway bridges with a span of at least 24 feet but no greater than 50 feet that were designed in accordance with Idaho Transportation Department's (ITD's) LRFD Bridge Design Manual.
  • Pedestrian bridges with a span of at least 24 feet but no greater than 50 feet that were designed in accordance with AASHTO's LRFD Guide Specifications for the Design of Pedestrian Bridges.
  • Stone masonry wall mortar repointing projects.
  • Concrete retaining wall projects with a height of 8 feet or higher.
  • Hydraulic modeling capabilities to complete a hydraulic analysis and provide a report similar to the Bridge Hydraulics Report required by ITD (see Idaho Transportation Department Bridge Hydraulics Manual) This is not an ITD project and may not be subject to the same design criteria and software requirements, but the level of analysis will be similar. An existing conditions model will be provided in HEC-RAS 6.6 with 2-D meshes generated in HEC-RAS 2025. HEC-RAS is the US Army Corps of Engineers Hydrologic Engineering Center's River Analysis System.
  • Personnel Experience to include a designer of record (DoR) with a civil or structural professional engineer license registered in the State of Idaho.

General Questions:

  1. What do you identify as the high risks in this project?
  2. What experience does your company have with hydraulic modeling? Do you have an existing relationship with a subcontractor that does hydraulic modeling?
  3. The in-water work window for this project is 10 October 2026 through 31 March 2027. What challenges do you anticipate with this work window?

Background
